Dates: 07/17/23 – 07/23/23
1. On July 17th, 2023, members of the Guttenberg Police Department’s Patrol Division responded to the M Bar and
Restaurant, located at 7000 John F. Kennedy Boulevard, for a report of a large fight. Once on scene, officers observed
staff members and patrons engaged in a heated dispute and attempted to separate them. During their attempts, our
officers were assaulted by two individuals, leading to a significant police response from surrounding police agencies to
apprehend the two males successfully. As a result of this incident, Luis M. Baca-Turcios, 34, of Jersey City, NJ, and
Napoleon Anduray-Romero, 29, of Union City, NJ, were arrested. Mr. Baca-Turcios was charged with aggravated assault
on a law enforcement officer [2C:12-1B(5)(A)], resisting arrest [2C:29-2A(1)], unlawful possession of a weapon [2C:39-
5D], possession of a controlled dangerous substance [2C:35-10A(1)], and failure to make lawful disposition [2C:35-10C].
Mr. Anduray-Romero was charged with three (3) counts of aggravated assault on a law enforcement officer [2C:12-
1B(5)(A)], three (3) counts of resisting arrest [2C:29-2A(3)(A)], possession of a controlled dangerous substance [2C:35-
10A(1)], failure to make lawful disposition [2C:35-10C], and disorderly conduct [2C:33-2A(1)]. Both individuals were
issued complaint warrants and lodged in the Hudson County Correctional Center.
2. On July 18th, 2023, members of the Guttenberg Police Department’s Patrol Division responded to La Perla Del Sur, a
local bar located at 6714 Bergenline Avenue, after being informed that a fight was in progress at that establishment.
During their on-scene investigation, officers found a male involved in the physical altercation who also possessed a knife
disguised as a hair comb. Officers arrested Omar E. Ibarra-Rosales, 29, of Jersey City, NJ, and charged him with unlawful
possession of a weapon [2C:39-5] and disorderly conduct [2C:33-2]. Mr. Ibarra-Rosales was subsequently issued a
complaint summons and released from police custody.
3. On July 20th, 2023, the Hudson County Sheriff’s Office contacted the Guttenberg Police Department, informing us that
they had detained 32-year-old Miguel Espinosa-Cabrales, of Jersey City, NJ, after discovering that he had an active
warrant out of our jurisdiction. Mr. Espinosa-Cabrales was arrested and transported to the Guttenberg Police
Department, where he was processed and released after making a court appearance at the Guttenberg Municipal Court.
4. On July 20th, 2023, members of the Guttenberg Police Department’s Patrol Division were notified of a motor vehicle
accident in the Town of West New York, during which one vehicle fled the scene. Our officers located the fleeing vehicle
and conducted a motor vehicle stop. During their on-scene investigation, the Guttenberg Police Department arrested
35-year-old Jacquelin Orozco-Londono, of North Bergen, NJ. Ms. Orozco-Londono was charged with driving under the
influence of liquor or drugs [39:4-50]. Later, Ms. Orozco-Londono was issued her summons and released from police
custody.
5. On July 20th, 2023, the North Bergen Police Department contacted our agency, informing us that they had detained a
male with an active warrant out of our jurisdiction. Officers from the North Bergen Police Department arrested and
transported 20-year-old Derrick R. Feaster of North Bergen, NJ, to the Guttenberg Police Department for processing. Mr.
Feaster was able to post bail for $550.00 and was later released on his own recognizance.
6. On July 20th, 2023, the Guttenberg Police Department received information that a male with an active criminal
warrant out of our jurisdiction was possibly in the area of the Iron Culture Gym in North Bergen. With the assistance of
the West New York and North Bergen Police Departments, our officers successfully apprehended 34-year-old Lisandro
Melo of Guttenberg, NJ. Mr. Melo was wanted in connection with an investigation into narcotics trafficking that our
agency has recently investigated. Mr. Melo was charged with manufacturing, distributing, or dispensing a controlled
dangerous substance [2C:35-5B(4)], manufacturing, distributing, or dispensing more than 25 pounds of Marijuana
[2C:35-5B(10)(A)], possessing/distributing a controlled dangerous substance within 500 feet of a public park [2C:35-
7.1A], failure to make lawful disposition [2C:35-10C], manufacture/distribute drug paraphernalia [2C:36-3], maintaining
or operating a controlled dangerous substance production facility [2C:35-4], possessing/distributing a controlled
dangerous substance within 1,000 feet of a school [2C:35-7A], and conspiracy to manufacture, distribute, and dispense
over 25 pounds of Marijuana [2C:5-2A(1)]. Mr. Melo was issued his complaint warrant and lodged in the Hudson County
Correctional Center.
7. On July 21st, 2023, members of the Guttenberg Police Department’s Patrol Division responded to the area of 6713
Polk Street for a report of a male sleeping inside his vehicle with the driver-side door open. Officers were able to locate
the male inside his car, asleep, along with various open containers of alcoholic beverages. While conducting their onscene investigation, officers attempted to arrest 36-year-old James M. Wilmarth, of Dumont, NJ, for driving while
intoxicated. However, Mr. Wilmarth tried to flee the scene before being placed into handcuffs. He was successfully
apprehended after a brief foot pursuit. Mr. Wilmarth was charged with resisting arrest [2C:29-2] and driving while
intoxicated [39:4-50], amongst other traffic violations. After completing his processing, he was issued his complaint
summons and released from the Guttenberg Police Department.
8. On July 23rd, 2023, members of the Guttenberg Police Department’s Patrol Division responded to the Wild Rover Pub,
located at 7103 Park Avenue, for a report of an intoxicated male refusing to leave the establishment. Officers managed
to speak with the individual, who was formally trespassed from the establishment and instructed not to return. Later
that same evening, the Guttenberg Police Department received another call regarding the male, who returned to the
establishment. During the on-scene investigation, the Guttenberg Police Department arrested 66-year-old Hector A.
Franco-Buitrago, of North Bergen, NJ. Mr. Franco-Buitrago was charged with defiant trespass [2C:18-3B] and two (2)
counts of possession of prescription legend drugs [2C:35-10.5E(1)] without a valid prescription. Later, Mr. FrancoBuitrago was issued his complaint summons and released from police custody.
9. On July 23rd, 2023, during a motor vehicle stop, the Guttenberg Police Department arrested 35-year-old Andres A.
Chaves Mendez of West New York, NJ. Mr. Chaves Mendez was processed and charged with driving while intoxicated
[39:4-50], among other traffic violations. After his processing, Mr. Chaves Mendez was issued his summons and released
from custody.
