1. On July 27, 2023, at approximately 12:22 a.m., Police Officers Daniel Barron and Joseph
Spano were patrolling the Hoboken Housing Authority area when Officer Spano heard
screaming coming from a residence on the 500 block of Marshall Dr. As the officers approached
the building they observed a male, later identified as 42-year-old Jamerson Ladson of Jersey
City, punch a woman in the face multiple times. The officers broke up the physical altercation
and separated the two individuals but when officers attempted to speak with Ladson other
women who were present at the time attempted to attack Ladson, striking him in the face. At this
time, a group began to form, and Ladson was placed under arrest. Police Officers Michael
Straten and Nicholas Protopapadakis arrived on scene to assist with crowd control. The victim
told officers that Ladson was wandering in the area for hours prior to approaching the group she
was with and became agitated before striking her multiple times. The victim sustained abrasions
to the right side of her face and chin. She declined medical attention. Several witnesses
corroborated the victim’s account. Ladson was transported to police headquarters and charged
with simple assault. He was released on a summons and provided a court date.
2. On July 27, 2023, at approximately 4:06 p.m., Sgt. Francis McCourt was dispatched to
ShopRite, 900 Madison St., on a call of a shoplifting in progress and the individual was
threatening store employees. Officers Harold Milne and Mark Mooreman arrived to provide
backup. Upon arrival, Sgt. McCourt began to speak with the male, later identified as 33-year-old
Richard Lopez of Jersey City, who was having an argument with store staff after he had been
caught shoplifting. Lopez stated, “I’m not going to jail,” and began to walk away, ignoring
multiple commands to stop. When Sgt. McCourt caught up to Lopez and grabbed him by the arm
to stop him, Lopez became tense. McCourt utilized a compliance hold of Lopez’s arm while
pressing him against several shopping carts. Officers Milne and Moorman arrived on scene and
assisted in placing Lopez under arrest. Once in handcuffs, Lopez became irate, and he was
placed into a patrol car and transported to Hoboken Police Headquarters. The store’s loss
prevention officer informed officers on scene that he observed Lopez place several items into a
red duffle bag, totaling $232.74, and attempted to leave. At police headquarters, Lopez provided
police with a fake name and date of birth. Once identified, Lopez was charged with shoplifting,
obstructing and administration of law, and hindering apprehension. He was also found to have an
open warrant issued by Hudson County Superior Court. He was later transported to the Hudson
County Correctional Facility. A use of force report was generated in regard to this incident.
3. On July 27, 2023, at approximately 9:09 p.m., Police Officer Ramon Calderon and Sgt.
Dennis Figueroa were dispatched to the 900 block of Hudson Street to speak with a caller who
reported that an unknown man was in her home. The victim gave a description of the individual
and reported that the man may have walked into Elysian Park. She explained that the incident
began when she was walking her dog in Elysian Park and saw the male follow her home until her
dog growled at him as they walked into her residence and the man left. Sgt. Figueroa located a
man fitting the description sitting at a table in Elysian Park. Officers approached the man who
ignored requests for his name and identification. Officers Nicklaus Valerius and Harry Montalvo
responded to Elysian Park to assist. The man was later identified as 26-year-old Jethro Sylverne
of Phillipsburg. While the victim did not wish to sign a complaint against Sylverne, a search
generated an outstanding warrant issued by Hudson County Superior Court. Sylverne was placed
under arrest and transported to Hoboken Police Headquarters for processing. He was later
remanded to the Hudson County Correctional Facility.
4. On July 29, 2023, at approximately 2:50 p.m., Police Officers Joshua Campoverde and Harry
Montalvo were dispatched to Police Headquarters to assist with a walk-in report. The officers
met with the victim who had a bandage wrapped around his head. The victim explained that at
approximately 2 a.m., while outside his residence, he got into a verbal dispute which became
physical with another man, later identified as 42-year-old Fabian Baez of Hoboken. The victim
stated that while he was outside his residence with his girlfriend, he heard Baez in a heated
argument during which he threatened the mother of his child. At this time, the victim attempted
to deescalate the situation, but Baez became agitated and began to argue with the victim. Baez
then stated that he was going to slap the victim's girlfriend in the face. A physical altercation
ensued, during which Baez bit the victim's left ear causing significant injury. The girlfriend and
another neighbor separated the men and Baez left the scene. The victim walked to Hoboken
University Medical Center where doctors informed him that he had a degloving injury and he
was transported to Hackensack University Medical center for plastic surgery. Det. Sgt. William
Collins assisted in the investigation which resulted in a warrant for the arrest of Baez. That night
Sgt. Collins and Police Officers Campoverde and Jonathan Figueroa located Baez and placed
him under arrest. A search incident to arrest found Baez to be in possession of a black magnet
key case with a small Ziplock style bag of a white powdery substance suspected to be CDS
cocaine. He was arrested and charged with drug aggravated assault, possession of CDS, and
possession of drug paraphernalia. He was transported to the Hudson County Correctional
Facility.
5. On July 30, 2023, at approximately 1:10 p.m., Police Officers Nicholas Protopapadakis,
Nathaniel Arocho, Samuel Flores, Jonathan Figueroa, Geovani Cruzado, Arturo Gonzalez and
Sgt. Steven Kranz responded to 1301 Washington St. on the report of a man with a gun.
Investigation revealed that a woman entered the building and asked the front desk security guard
if she could charge her cellphone. The guard, later identified as 48-year-old Theron Rouse,
informed the woman she could not do so, and needed to leave. When the woman grabbed
Rouse’s hand, Rouse retrieved a BB gun which he did not point at the woman but did switch it
from “safe” to “fire,” while yelling at the woman to leave. Rouse was placed under arrest and
charged with simple assault, possession of a weapon for an unlawful purpose, and unlawful
possession of a weapon. He was transported to Hoboken Police Headquarters and released on a
summons.
6. On July 30, 2023, at approximately 5:05 p.m. Police Officers Ricky Truppner and Rose
Kanan responded to the 100 block of Bloomfield Street on the report of a motor vehicle accident.
Upon arrival, officers observed multiple people surrounding the vehicle which had crashed into
several parked cars as well as the driver pacing behind the vehicle. While speaking with the man,
later identified as 25-year-old Tyler Cruz of Bayonne, officers observed that his speech was
slurred, and he had glassy eyes, shaky legs, and a buildup of saliva in his mouth. A field sobriety
test was conducted, after which Cruz was charged with driving while intoxicated and transported
to police headquarters for processing. Cruz submitted a breath sample but refused to be evaluated
by a drug recognition expert. The Hoboken Volunteer Ambulance Corp responded to HPD as
Cruz appeared to be nodding off while being questioned. A subsequent search found Cruz to be
in possession of a clear baggy containing a small pill believed to be oxycodone, which Cruz does
not have a prescription for. He was transported to Hoboken University Medical Center for
further evaluation. Cruz was charged with possession of CDS, driving while intoxicated, reckless
driving, and possession of CDS while in a motor vehicle. He was later released on a summons.
7. On Aug. 1, 2023, at approximately 4:51 p.m. Police Officers Rose Kanan, Nicklas Valerius,
Frank Francolino, Jessica Pizanie, and Harold Milne responded to the Hoboken Shelter on a
report of a man threatening employees. When officers arrived, two employees explained that a
man, later identified as 47-year-old Donnell Milton of Jersey City threatened to kill them after he
was refused entry to the shelter as the shelter’s policy is to not accept registered sex offenders.
Officers arrested Milton, who was waiting outside the shelter. He was transported to Hoboken
Police Headquarters for processing and charged with two counts of terroristic threats with threat
to kill. He was remanded to the Hudson County Correctional Facility.
