On August 25, 2023, at approximately 8:30 a.m., Police Officers Joshua Campoverde and
Jessica Pizanie reported to Jersey City to pick up 32-year-old Michael Raysor of Jersey City,
who had two outstanding warrants out of Hoboken; one for disorderly conduct, the other for
failure to appear for a fare violation. He was processed at Hoboken Police Headquarters and
remanded to the Hudson County Correctional Facility.
On August 25, 2023, at approximately 10:40 a.m., Police Officers James Barbro and Roberto
Cuevas responded to Church Square Park, 400 Garden St., on reports of a man sitting on a park
bench near the Fifth Street and Park Avenue entrance, exposing himself. When they arrived, the
caller pointed the suspect out to officers. The man, later identified as 32-year-old Wander Torres,
refused to give his name to police and made threats to the original caller. Torres was transported
to Hoboken Police Headquarters, charged with lewdness, and making terroristic threats, and
transported to the Hudson County Correctional Facility. He was found to have an active warrant
from Union City for disorderly conduct.
On August 25, 2023, at approximately 6:50 p.m., Police Officers Rose Kanan and Nick Valerius
responded to Delite Liquor Store, 420 Washington St. on reports of shoplifting. The store
manager told officers he saw the suspect, later identified as 32-year-old Jesus Andrade of
Weehawken, leave the store with two alcoholic beverages, and walk to the 100 block of Third
Street. Surveillance video from inside the store showed Andrade take three cans of White Claw
and exit without paying. A short time later, Sgt. William Collins and Detective Fabian Quinones
responded to Andrade’s last known location and identified him as the person seen in the
surveillance video. The items stolen were found to have a total value of $12.76. Andrade was
charged with shoplifting, brought to Hoboken Police Headquarters to be processed, and
transported to the Hudson County Correctional Facility.
On August 26, 2023, at approximately 8:15 p.m., Police Officers Paul Quinn and Shelby
Seickendick responded to Walgreens, 102 Washington St., on reports of a male trespassing. A
store employee said the trespassing male left, but others were currently in the store shoplifting. A
man, later identified as 49-year-old Kenneth Salazar of Union City, told officers he planned to
pay for the items he had taken off shelves, but at the register he began to argue with an employee
and refused to pay for the items, leaving them at the counter. The store employee asked officers
to verbally warn Salazar he cannot return to the store, which they did. While Officers attempted
to gather his information, Salazar continued to place his hands in his pockets and pace around the
store, despite being asked to stop numerous times. For the safety of Salazar, the other patrons,
and officers, he was placed in handcuffs. It was learned Salazar had an active warrant, and he
was advised at that point, he was under arrest. He was processed on a warrant from Hudson
County on the charges of burglary and possession of CDS. He was also charged with hindering
apprehension and refusing to be fingerprinted and photographed and transported to the Hudson
County Correctional Facility.
On August 27, 2023, at approximately 12 a.m., Police Officer Paul Quinn was flagged down on
the 800 block of Hudson Street by people who said their car had been hit. Three people were
injured in that crash, assessed by the Hoboken Volunteer Ambulance Corps, and transported to
Hoboken University Medical Center with back and neck pain. On the 400 block of Hudson
Street, Officer Quinn observed a blue mustang with multiple people surrounding it, as it had just
hit another car. The driver, later identified as 34-year-old Jeremy Jordan Wendell Boothe of
Jersey City, had a smell of alcoholic beverages emanating from his breath and his speech was
slurred. Boothe also appeared confused when asked for his identification, handing the officer the
wrong documentation. Police Officer Cynthia Rivera responded to conduct a standardized field
sobriety test after which Boothe was placed under arrest for driving while intoxicated. He was
transported to Hoboken Police Headquarters and further charged with refusal to provide breath
samples, reckless driving, three counts of assault by auto, and leaving the scene of an accident.
As per John’s Law he was released into the custody of a responsible party.
On August 27, 2023, at approximately 2:15 a.m., Police Officers Aaron Font and Remy GarciaMarte responded to the area of Third and Harrison Streets to disperse a crowd of over 100
people. Upon arrival they successfully dispersed multiple groups, but one man they knew to be
32-year-old Hakeen High of Hoboken became aggressive and disorderly and began breaking
glass bottles. Additional units arrived, and a request for mutual aid was made to maintain citizen
and officer safety. High continued to yell obscenities at officers and made verbal threats to kill
them. When Police Officer Paul Quinn told High he was being arrested, High threw a bag of
glass bottles onto the floor causing them to break. When officers tried to arrest him, High
resisted and started to run away. Sgt. Christopher Labruno and New Jersey Transit Police Officer
Michael Chang grabbed him and eventually brought him to the ground and arrested him. High
injured three officers while resisting arrest. All were evaluated and treated for their injuries. Sgt.
Robert Roman and Sgt. Dennis Figueroa transported High to Hoboken Police Headquarters
where he was charged with three counts of aggravated assault on a police officer, failure to
disperse a riot, and resisting arrest. Mutual aid included officers from the Port Authority Police
Department, the New Jersey Transit Police Department, the Weehawken Police Department, and
the Hudson County Sheriff's Office. High was transported to the Hudson County Correctional
Facility.
On August 27, 2023, at approximately 9:40 a.m., Police Officers Roberto Cuevas and James
Barbro, responded to E & G Convenience, 332 Jackson St., after an employee called 9-1-1.
When they arrived, a store clerk told them a man demanded $20 and threatened to harm him if he
did not give him the money. The clerk pointed out a man, later identified as 34-year-old Richard
Lopez of Jersey City, on an electric scooter leaving the area. Several units arrived to search the
area for Lopez, who was eventually found and stopped on the 600 block of Fourth Street. A
search incident to arrest found him to be in possession of a glass cylindrical pipe. = During the
transport to Hoboken Police Headquarters for processing, Lopez was aggressive and kicking the
car doors. He was charged with robbery, making terroristic threats, possession of drug
paraphernalia, and refusing to be fingerprinted. He was transported to the Hudson County
Correctional Facility.
On August 27, 2023, at approximately 5:35 p.m., Sgt. Dennis Figueroa took a report from a man
who walked into Hoboken Police Headquarters to report his rented Citi Bike was stolen from
outside a laundromat on the 300 block of Garden Street. The victim tracked the bicycle to
Jefferson Street between Third and Fourth Streets. Police Officer Damien Bates responded to
that location and located a man, later identified as 18-year-old Elijah Cooper of Jersey City, on a
Citi Bike. Officers Dylan Archilla and David Chicara also arrived on the scene and were able to
confirm the bike Cooper was using was the one taken from outside the laundromat. Cooper was
placed under arrest for receiving stolen property. He was transported to Hoboken Police
Headquarters, fingerprinted, photographed, and released with a court date.
On August 28, 2023, at approximately 9:55 a.m., Police Officers James Barbro and Roberto
Cuevas were on patrol when they came upon a fight in progress at the intersection of Eighth and
Hudson Streets. They saw a woman, later identified as 25-year-old Kayla Moreno of Jersey City,
on top of and assaulting a man who was laying on the ground in a defensive position, not
fighting back. Officers observed Moreno smash a cell phone into the street while continuing to
hit the victim with closed fists. The officers pulled Moreno off the man, placed her under arrest,
and handcuffed her. While in handcuffs she threatened she would come back and kill everyone in
the shelter. Investigation revealed that during a meal at St. Matthew Trinity Lunchtime Ministry,
57 Eighth St., Moreno knocked the man's food to the floor, stole his backpack and left,
eventually dumping the backpack contents into the road. Moreno began to assault the victim
when he came out to retrieve his property. Officers Jessica Pizanie, Jessica Arabalo, Frank
Lombardo, Bernardo Munoz, and Sgt. Steven Kranz arrived on scene. During a search incident
to arrest, Moreno yelled profanities at officers, kicking one in the leg, but did not cause injury.
She was transported to Hoboken Police Headquarters for processing. Moreno was charged with
robbery, terroristic threats, aggravated assault on a police officer, and criminal mischief. She was
transported to the Hudson County Correctional Facility.
On August 28, 2023, at approximately 5:35 p.m., Police Officers James Barbro and Enrico
Gnassi responded to the Hoboken Shelter, 300 Bloomfield St., for reports of a man yelling and
refusing to leave. When they arrived, employees pointed out the man, later identified as 42-yearold Rushdee Parmalee of Brooklyn, who appeared highly agitated, had his shirt off and was
yelling at another man. Officers told Parmalee he had to leave multiple times, but he continued to
act erratically and continued to yell profanities. At one point, he grabbed property that did not
belong to him, and lunged toward a chair. He was placed under arrest for disorderly conduct and
defiant trespassing. Officers Shelby Seickendick and Mark Mooreman arrived on scene and
transported Parmalee to Hoboken Police Headquarters where he was processed. He was found to
have a warrant for disorderly conduct in Hoboken, and another out of Atlantic City. He was
transported to the Hudson County Correctional Facility.
On August 29, 2023, at approximately 5 p.m., Police Officers Christopher Barral and Anthony
Fesken reported to Hoboken University Medical Center, 308 Willow Ave., on reports of a
discharged patient refusing to leave. When they arrived, they were directed to the man, later
identified as 33-year-old Steven Gage of Union City. Officers told him to get out of bed and
leave the hospital. As he did, he followed a nurse and threatened her, and then punched a
television hanging on the wall, shattering it. Gage was told he was under arrest and placed in
handcuffs. He provided police false information about his identity. He was transported to police
headquarters and charged with criminal mischief and hindering apprehension by providing false
information. He was transported to the Hudson County Correctional Facility.
On August 29, 2023, at approximately 12:55 p.m., Lt. Keith Rotondi and Police Officer Tyrone
Huggins reported to Maxwell Park for reports of a motorcycle being ridden through the park.
The operator, later identified as 20-year-old Adrian Ruiz of Union City, was pulled over but,
when he was told to shut the motorcycle off, he rode away. Ruiz eventually returned to the scene
and was placed under arrest for eluding. He was found to have an outstanding warrant out of
Union City. He was transported to Hoboken Police Headquarters, processed, and transported to
the Hudson County Correctional Facility.
On August 30, 2023, at approximately 5 p.m., Det. Sgt. William Collins, Sgt. Francis McCourt,
Sgt. Edward Sellick, and Police Officers Anthony Azzoline, Christopher Barral, Jason Montalvo,
Rose Kanan, Ramon Estrella, Ricky Truppner, and Marc Lombardi responded to the intersection
of Fourth and Harrison Streets on reports of a man with a firearm and a woman with a knife.
When they arrived, officers saw a man, later identified as 26-year-old Herbie Spann of Hoboken,
putting a handgun in his bag. He was ordered to stop and show his hands so officers could safely
recover the firearm, later learned to be a .43 caliber Gen 5 Glock 17 spring loaded pistol capable
of shooting paintballs and other projectiles. A search incident to arrest of Spann discovered him
to also be in possession of an 8-inch pocketknife. Also arrested on the scene, was 45-year-old
Farra Mongon of Hoboken, who was observed to shove an unknown woman. A search
discovered her to have a pocketknife of about 8.25 inches in length in her possession. Further
investigation by Detectives Tyler Soto and Fabian Quinones found that 42-year-old Charlene
Feliciano of Hoboken, had a knife during an altercation with Mongon. She was located on the
500 block of Marshall Drive and placed under arrest. All three were transported to Hoboken
Police Headquarters. Spann was found to have an outstanding warrant out of Wantage Township.
He was charged with possession of an imitation firearm, possession of an air pistol, and
possession of other weapons. He was transported to the Hudson County Correctional Facility.
Mongon was charged with aggravated assault, unlawful possession of a weapon, possession of a
weapon for unlawful purposes, and disorderly conduct. She was released on a summons.
Feliciano was charged with possession of a weapon for unlawful purposes, possession of other
weapons, and making terroristic threats. She was processed and released with a summons.
