Hoboken Police Arrest Blotter Sept 14 – Sep 20

  1. On September 14, 2023, at approximately 12:15 a.m., Police Officers Joseph Spano and Michael Straten responded to the area of First and Bloomfield Streets on reports of a man who waved a gun at a woman. When officers arrived, they learned that the man, who had already left the scene, got into an argument with the woman who had stepped outside of a nearby establishment. The two exchanged obscenities before the man pulled a gun out of his bag and pointed it at the woman. The next day, September 15, 2023, at approximately 1:40 a.m., Police Officers Michael Straten and Nicholas Protopapadakis responded to the 100 block of First Street on reports of a sighting of a man who matched the description of the suspect. Upon arrival, they saw the man, later identified as 55-year-old Richard Maldonado of Jersey City, who they recognized as the suspect from surveillance video. They ordered Maldonado to display his hands, move away from his bag, and stand up, which he did. Police Officers Aaron Font, Andrias Bonilla, Bianca Arroyo, and Christopher Soto arrived on the scene. A search of his bag found a gun which matched the description of the gun given by the victim the night before. It was quickly determined to be a “cap gun,” which is a toy gun that creates a loud sound and smoke. Maldonado was placed under arrest and transported to Hoboken Police Headquarters, where he was found to have two active warrants for his arrest out of Hudson County on weapons possession and theft charges. He was additionally charged with making terroristic threats, aggravated assault, and possession of a weapon for unlawful purposes. Maldonado was processed and transported to the Hudson County Correctional Facility.

  2. On September 14, 2023, at approximately 10:30 a.m., Police Officers Jessica Arebalo and David Chicaro processed the arrest of 68-year-old Carmen Tirado of Hoboken who walked into Hoboken Police Headquarters to turn herself in on an open summons for a theft on August 7, 2023. On that date, Police Officer Arturo Gonzalez took a report of a package, valued at $100, stolen from the 300 block of 13th Street. A follow-up investigation by Det. John Quinones identified the actor as Tirado, who was informed of the summons against her. On September 14, she was processed and released with a court date.

  3. On September 15, 2023, at approximately 9:05 a.m., Police Officers Jessica Arebalo and Frank Lombardo responded to the 300 block of Marshall Drive on reports of a man yelling and screaming. The officers identified the man as 51-year-old Julius Walker of Hoboken, who was known to have three outstanding warrants out of Hoboken for possession, criminal trespassing, and fare violation. Walker was placed under arrest and a search incident to arrest of him located empty wax folds, a pair of wire cutters, and multiple wax folds and small bags containing suspected CDS. Walker was transported to Hoboken Police Headquarters where he was processed on charges of possession with intent to distribute CDS crack cocaine, possession with intent to distribute of CDS crack cocaine within 1,000 feet of a school zone, possession with intent to distribute CDS crack cocaine within 500 feet of public housing, possession with intent to distribute CDS heroin, possession with intent to distribute heroin within 1,000 feet of a school zone, possession with intent to distribute heroin within 500 feet of public housing, defiant trespassing, and possession with intent to use drug paraphernalia. He was transported to the Hudson County Correctional Facility.

  4. On September 16, 2023, at approximately 6:30 p.m. Police Officers Nicholas Losurdo and Samuel Flores responded to the 500 block of Adams Street on reports of a man acting erratic and talking to himself. A block away, they observed a man, later identified as 40-year-old Jamel Lewis of Orange, who fit the description of the suspect. As they approached him, they saw him attempt to hide a cylindrical glass tube, commonly used to smoke CDS. A search incident to arrest found a small bag containing a substance known to be CDS, a glass folder containing a broken cylindrical tube, and a syringe containing a clear liquid substance. Sgt. Roary Miller arrived to assist, as Lewis had become tense while being placed under arrest. He was transported to Hoboken Police Headquarters, where it was discovered, he had warrants out of Secaucus, Springfield, and Hudson County. He was charged with possession of CDS, and possession of drug paraphernalia. He was transported to the Hudson County Correctional Facility.

  5. On September 16, 2023, at approximately 10 p.m., Police Officer Christopher Barral processed the arrest of 18-year-old Sarvagyad Diya of Jersey City. Hudson County Sheriff’s Officers brought him to Hoboken Police Headquarters, on an outstanding warrant. He was charged with bail jumping, given a new court date, and released.

  6. On September 17, 2023, at approximately 3:10 p.m., Police Officer Nicholas Protopapadakis was working an outside employment position near the intersection of First and Bloomfield Streets when he observed a woman, known to him as 46-year-old Stacy Butler of Jersey City, holding a crystallike pipe, commonly used to smoke CDS. He also observed a lighter, copper wool, and a clear plastic bag with what appeared to be a white rocklike substance inside of it. Sgt Wilfredo Gomez Sgt. Adam Colon, Det. John Quinones, and Police Officers Michael Straten, Michael Aviles, Anthony Olivera, and Jessica Pizanie also arrived on scene. During a search, another crack pipe was located in Butler’s bag. She was arrested, transported to Hoboken Police Headquarters, and processed on charges of possession of CDS and possession of drug paraphernalia. It was discovered she had a warrant out of Jersey City. She was given a summons and a court date. She was also given a new court date on the warrant out of Jersey City.

  7. On September 17, 2023, at approximately 3:02 a.m., Police Officer Kyle Seper and Marvin DeJesus responded to 89 River Street, where there were reports of a fight in progress. Sgt. Roary Miller, Sgt. Saverio Binetti, and Police Officers Jesse Castellano, Andrias Bonilla, Anthony Rutkowski and Marc Lombardi also responded. Investigation found that two men were assaulted by four others who were identified as 24-year-old Abanoub Guirges of Bayonne, 24-year-old Michael Ebrahim-Gerges of Jersey City, 24-year-old Joseph Bechay of Bayonne, and 27-year-old Tony Geris of Bayonne. They were transported to Hoboken Police Headquarters where they were processed and charged with aggravated assault. Abanoub was remanded to the Hudson County Correctional Facility. The other three were released on summonses. The victims were assessed by the Hoboken Volunteer Ambulance Corps, and further treated at the Hoboken University Medical Center.

  8. On September 19, 2023, at approximately 4:30 p.m., Sgt. William Collins was on patrol near the intersection of Fifth and Bloomfield Streets when he noticed a man standing near a gated area, opening a package that contained a green piece of clothing. Sgt. Collins recognized him as 46-year-old Raul Aponte of Jersey City and knew him to have active warrants out of Hoboken and Hudson County. Aponte ran off on foot and Sgt. Collins chased him, telling him he was under arrest, multiple times. After losing sight of the actor for a short time, Aponte was spotted behind a car on Sixth Street, changing his shirt in an attempt to change his appearance. Det. Bret Globke and Police Officer Harold Milne arrived, located Aponte, and arrested him without further incident. A search incident to arrest of Aponte located multiple articles of clothing worth approximately $500 in total, including one that matched the description of an item seen as Aponte originally opened the package, and a computer stand in its original box worth approximately $120. Officers also found a glass cylinder pipe stuffed with wire mesh burnt at one end, commonly known as a crack pipe, extra mesh, and a small rod commonly used to stuff a crack pipe. Aponte was transported to police headquarters and charged with receiving stolen property, resisting arrest, and possession of drug paraphernalia. He was transported to the Hudson County Correctional Facility. During this process, Aponte was also processed on two warrants issued in Hoboken for theft. One of those thefts, of a package, took place at a residence on the 1100 block of Bloomfield Street on August 25, 2023. The other was of a cell phone at a business on the 600 block of Washington Street on September 16, 2023. Lt. Richard Torres, Det. Luis Rodriguez, Det. Christine Collins, and Police Officers Marco Grosso and Jonathan Figuera all contributed to solving those cases by taking those reports, investigating, identifying Aponte as the suspect, and filing complaints.

  9. On September 20, 2023, at approximately 5:35 p.m., Sgt. Francis McCourt, and Police Officers Harry Montalvo and Andrias Bonilla were on patrol on the 300 block of Marshall Drive when they observed a man they knew as 49- year-old Kenneth Maccagnano of Hoboken, exiting a building. They knew he was not a resident of the building, which is part of the Hoboken Housing Authority, and they stopped him for further investigation. During questioning, officers observed drug paraphernalia in the form of a crack pipe in the pocket of his sweater, which was wrapped around his waist. At this point, officers advised Maccagnano he was being placed under arrest for possession of drug paraphernalia. As they attempted to arrest him, Maccagnano tensed up and flared his arms. During a search incident to arrest, he was found to have three small bags containing a white powdery substance suspected to be CDS, three glass cylindrical pipes burnt on both sides, commonly used to smoke CDS crack cocaine, and several other items used as drug paraphernalia, including plastic straws and rod sticks. Maccagnano was transported to police headquarters and charged with criminal trespassing, hindering apprehension, possession of CDS, possession of drug paraphernalia and resisting arrest. He was processed and transported to the Hudson County Correctional Facility.
