On December 16, 2023, at approximately 3:12 a.m., Police Officers Joseph Spano
and Aaron Font responded to Church Towers on reports of harassment, where a
man was ringing someone else’s doorbell and had left a threatening voicemail. The
caller played the voicemail for the officers and showed them an older threatening
Facebook post from the same person. Officers identified the actor as 42-year-old
Fabian Baez of Hoboken. Sgt. Christopher Labruno and Police Officers Shawn
Sodora and Remy Garcia-Marte located him on the 200 block of Harrison Street.
He was placed under arrest and transported to Hoboken Police Headquarters. He
was charged with making terroristic threats and harassment and transported to the
Hudson County Correctional Facility.
On December 16, 2023, at approximately 2:30 p.m., Police Officer Jessica Pizanie
observed 28-year-old Sarah Elabbasy of Jersey City, who the officer knew was
wanted on a warrant. Lt. David Olivera stopped Elabbasy near the intersection of
Third and Harrison Streets. It was confirmed that Elabassy had an active warrant
out of Jersey City and one out of Hoboken. A search incident to arrest located a
plastic baggie containing copper pads, three glass cylindrical pipes, four push rods,
a blade, a pill grinder, and a green bottle. All of these items are commonly used
with smoking CDS. She was also found to be in possession of 19 wax folds
containing a substance believed to be CDS-heroin, two small bags with a white
powder also believed to be heroin, and eight hypodermic syringes. She was issued
a new court date for Hoboken and charged with possession of drug paraphernalia
and possession of CDS. She was transported to Jersey City Police Headquarters for
processing there, and then transported by Jersey City Police officers to the Hudson
County Correctional Facility.
On December 16, 2023, at approximately 5:22 p.m., Police Officers Paul Quinn
and Nicholas Losurdo responded to Pilsener Haus & Biergarten, 1422 Grand St. on
reports of a fight in the street. When they arrived, witnesses pointed them toward
two men running away from the area. The men stopped when the officers
identified themselves as police. The men yelled obscenities at the officers and
acted in an aggressive manner. They were told multiple times to calm down or be
arrested for disorderly conduct. Sgt. William Collins, Sgt. Denis Figueroa, and
Police Officers Daniel Grossi and Daniel Barron responded to assist. It was learned
that the two men instigated patrons inside the bar, tried to smoke inside, and once
they were asked to leave by management, they began to fight with patrons outside.
Since none of the victims issued a complaint, the two men were released, but one
of them, identified as 29-year-old Tarek Makshat of Jersey City, continued to
scream obscenities and cause a public inconvenience. He was placed under arrest
and transported to Hoboken Police Headquarters. During transport he continued to
yell obscenities at officers. He was charged with disorderly conduct, given a copy
of the summons and a court date, and released from custody. Following his release,
it was learned while at headquarters, Makshat had purposefully clogged a toilet
with toilet paper, causing it to overflow and flood the area. He was further charged
with criminal mischief.
On December 16, 2023, at approximately 10:55 p.m., Sgt. Dennis Figueroa
observed a vehicle swerve, strike a parked car, and continue driving on the 400
block of Bloomfield Street. He pulled the vehicle over at the intersection of Fifth
and Bloomfield Streets. Sgt. Edward Sellick and Police Officer Damien Bates
responded. The driver was identified as 22-year-old Christian Arcos of Bayonne
and officers detected an odor of an alcoholic beverage emanating from his breath.
Police Officer Ramon Calderon responded to conduct a field sobriety test after
which Acros was placed under arrest and transported to Hoboken Police
Headquarters where he refused to submit breath samples. He was charged with
driving while intoxicated, refusal of breath samples, reckless driving, and leaving
the scene of an accident. As per John’s Law, he was released into the custody of a
responsible party.
On December 19, 2023, at approximately 2:30 a.m., Sgt. James Barbro was on
patrol in the area of the Madd Hatter, 221 Washington St., when he witnessed a
street fight break out. Police Officers Michael Straten, Cynthia Rivera, Marvin
DeJesus and Joseph Spano. Officer Straten observed a man sitting on the curb with
cuts and bruises to his face. Another man, later identified as 24-year-old Michael
Okara of Irvington, was also on scene and became irate and belligerent toward
officers when they began to question him. It was learned that he was the aggressor
in the fight witnessed by Sgt. Barbro, who witnessed Okara kicking the other man,
who was on the ground. Okara was transported to Hoboken Police Headquarters
for processing. He was charged with simple assault and released on a summons.
On December 20, 2023, at approximately 2:40 a.m., Police Officers Arturo
Gonzalez and Kyle Seper were patrolling the area of Fourth and Monroe Streets
when they observed a vehicle passing very close to parked cars, and then strike one
near the intersection of Fourth and Jackson Streets causing visible damage to the
parked car. They pulled over the vehicle and approached the driver, they knew to
be 73-year-old James Ladson of Jersey City. He was slow with his actions and
movement and fumbled while locating his insurance and registration. Officers
observed him to have watery eyes and slurred speech. Sgt. Luke Zeszotarski and
Police Officers Michael Aviles and Anthony Azzoline arrived to assist. Police
Officer Harold Milne also responded to complete a series of standardized field
sobriety tests, after which Ladson was arrested for driving while intoxicated. He
was transported to Hoboken Police Headquarters for processing. He was also
charged with reckless driving. As per John’s Law, Ladson was released into the
custody of a responsible party.
On December 20, 2023, at approximately 6:40 a.m., Police Officers Jessica
Pizanie and Harry Montalvo responded to Hoboken University Medical Center,
308 Willow Ave., on reports of a man using CDS in the bathroom. Security
informed the officers that they found a non-domicile, later identified as 29-year-old
Adolph Delbridge of Bayonne, in a bathroom sleeping with a burning crack pipe in
his hand. When security personnel woke him up, he went to the waiting room
where officers found him. Sgt. Luke Zeszotarski arrived. Delbridge was arrested
and a search incident to arrest located a glass cylindrical pipe with residue, a push
rod, a purple container with a white powdery residue suspected to be possible CDS
cocaine, seven wax folds, and a white powdery substance in the form of a rock
believed to be CDS crack cocaine. He was found to have a warrant out of Hoboken
for a fare violation. He was transported to Hoboken Police Headquarters and
charged with possession of CDS and possession of drug paraphernalia. He was
transported to the Hudson County Correctional Facility.
On December 20, 2023, at approximately 11:05 p.m., Police Officers Harry
Montalvo, Ricky Truppner, and Ramon Estrella responded to Louise and Jerry's,
329 Washington St., on reports of a male who threw an outside chair into the front
windows, causing approximately $4,000 worth of damage. Police Officers Jason
Montalvo and Rose Kanan also responded, and on their way to the scene, observed
a man matching the description of the suspect given by a caller. The exited their
vehicle and approached the male, later identified as 29-year-old Terrence Henry of
Jersey City on the 100 block of Washington Street. He was placed under arrest for
criminal mischief and transported to Hoboken Police Headquarters. He was
processed and released with a summons.
