On January 4, 2024, at approximately 9:15 a.m., Lt. Keith Rotondi and Police
Officers Arturo Gonzalez and Geovanni Cruzado responded to Garage B, 47
Second St., on reports of a man going in and out of cars. That report was resolved,
but while investigating, officers located a man later identified as 32-year-old
Kemar Dickenson of Hoboken. It was discovered he had two outstanding warrants
out of Jersey City. He was placed under arrest and transported to the Hoboken
Police Department. He was later transported to Jersey City, where police officers
took custody of Dickenson.
On January 4, 2024, at approximately 4:35 p.m., Police Officer Domenick
Allegretta responded to River Street Garage, 80 River St., on reports of a burglary
where someone had broken into the establishment around 3:30 a.m., cooked food
worth approximately $50 in the restaurant’s kitchen, and then exited the
establishment. Officers recognized the actor in surveillance video as 31-year-old
Sangmin Kim of Fort Lee from an incident that occurred the night before. A
warrant was issued for his arrest and later that night, Sgt. Dennis Figueroa and
Officer Allegretta located Lee inside the Hoboken Terminal. He was arrested,
transported to Hoboken Police Headquarters, processed on burglary and theft
charges, and transported to the Hudson County Correctional Facility.
On January 5, 2024, at approximately 7 p.m., Detective Fabian Quinones was
patrolling the area of Third and Garden Streets when he saw a man he recognized
as 49-year-old Kenneth Maccagnano of Hoboken. Maccagnano was seen reaching
over a gate to a residence on the 200 block of Garden Street. A few moments later
the detective saw Maccagnano in possession of a black shopping bag and a box.
Detective Quinones followed him on foot to the 300 block of Park Avenue, where
he approached him and announced he was a police officer. Sgt. William Collins,
Sgt. Jason Falco, and Police Officers Chrstopher Barral and Jason Montalvo
arrived on the scene. The items inside the box and bag were unopened and did not
belong to Maccagnano. He was arrested for receiving stolen property. A search
incident to arrest located a skin care product worth $69 as well as a cylindrical
glass pipe with a burnt end containing copper mesh, copper mesh, and a metal rod
commonly used as a push rod. He was transported to Hoboken Police Headquarters
where he was processed and additionally charged with possession of drug
paraphernalia. He was transported to the Hudson County Correctional Facility.
On January 7, 2024, at approximately 9:45 p.m., Police Officers Jessica Pizanie,
Chelsea Tamborra, Paul Quinn, Kyle Seper, and Nicholas Losurdo responded to
reports of a car burglary in progress near the area of Fourth and Clinton Streets.
Upon arrival, the officers spotted a man, later identified as 51-year-old Jermone
Nelson of Jersey City, who fit the caller’s description of the suspect. The vehicle
he was entering had the rear driver’s side window shattered. It was learned the car
was reported stolen out of Jersey City. Nelson was placed under arrest and a search
incident to arrest located the key to the stolen vehicle. He was transported to
Hoboken Police Headquarters and charged with receiving stolen property, burglary
to auto, criminal mischief, and possession of burglary tools. He was found to have
two non-extradition warrants out of Georgia. Nelson was released on a summons
complaint.
On January 9, 2024, at approximately 1:45 a.m., Police Officer Anthony
Rutkowski was patrolling the area of 16th Street and Willow Avenue when he
observed a car driving at a high rate of speed and then go through a red light on
Willow Avenue at 15th Street. The officer conducted a traffic stop. Police Officer
Aaron Font arrived on the scene to assist. The driver, later identified as 29-year-old
Steven Kirsty of Glenville, NY, was observed to have watery eyes and droopy
eyelids. Officers detected a strong odor of alcoholic beverages emanating from his
breath. A series of standardized field sobriety tests were conducted, after which
Kirsty was placed under arrest for driving while intoxicated. He was transported to
Hoboken Police Headquarters where he refused to give breath samples. He was
charged with driving while intoxicated, reckless driving, failure to observe signals
and refusal to provide breath samples. As Per John’s Law he was released into the
custody of a responsible party.
On January 9, 2024, at approximately 2:55 a.m., Police Officers Anthony
Ingraffia and Teddy Santiago responded to Hoboken University Medical Center,
308 Willow Ave., on reports of a physical assault. Hospital staff said the actor,
later identified as 40-year-old Angelo Santiago of Hoboken, had fled the scene and
headed toward Church Square Park. Police Officer Aaron Font arrived and located
Santiago on the 400 block of Willow Avenue. Sgt. Barbro arrived on the scene to
assist. It was learned that after a verbal altercation inside the hospital, Santiago
followed the victim outside, punched him in the face repeatedly, and then kicked
him in the head multiple times. He was arrested for aggravated assault. A search
incident to arrest located a small glass cylindrical pipe and a metal rod, which are
commonly used to ingest CDS. He was transported to Hoboken Police
Headquarters and further charged with possession of drug paraphernalia. He was
transported to the Hudson County Correctional Facility.
On January 10, 2024, at approximately 11:50 a.m. Sgt. Robert Roman, and Police
Officers Joseph Lupo and Joseph DiMartino responded to The Pig and Parrot, 77
Hudson St., on reports that a woman had thrown a glass bottle at an employee, and
then locked herself in the bathroom. The investigation discovered that the actor,
later identified as 37-year-old Jessica Rosewall of Hoboken, screamed at a
television and tampered with a computer on the bar. When an employee asked her
to leave, she threw a glass beer bottle at the employee who moved out of the way
of the bottle but was hit with liquid. Rosewall was placed under arrest and
transported to Hoboken Police Headquarters for processing. She was charged with
aggravated assault, possession of a weapon for unlawful purposes, and unlawful
possession of weapons, and transported to the Hudson County Correctional
Facility.
