On January 25, 2024, at approximately 9:40 p.m., Police Officers Daniel Grossi and Daniel
Barron were in the area of First and Madison Streets when they observed 33-year-old Armando
Torres of Jersey City. They knew Torres had an active warrant for his arrest on burglary and
theft charges stemming from a January 22, 2024, incident. On that date at approximately 2:10
p.m., Police Officers Geovanni Cruzado and Arturo Gonzalez responded to the 200 block of
Monroe Street, where a metal step ladder had been stolen from inside a residential building. A
follow up investigation by Detectives Michael Losurdo and Fabian Quinones identified Torres as
the actor and he was charged with burglary and theft. On January 25, Officers Grossi and Barron
conducted a search incident to arrest of Torres, which revealed two cylindrical pipes containing a
brown residue and copper mesh wiring. Torres was transported to Hoboken Police Headquarters
where he was processed by Officer Anthony Ingraffia. He was additionally charged with
possession of drug paraphernalia and transported to the Hudson County Correctional Facility.
On January 26, 2023, at approximately 12:05 a.m., Detectives Ryan Houghton and Michael
Losurdo observed a car driving the wrong way at a high rate of speed on the 100 block of
Washington Street. They pulled the car over and when they approached, they detected a strong
odor of alcoholic beverages coming from inside the car and on the driver’s breath. The driver,
later identified as 30-year-old Daryck Brown of West New York, was observed to have slurred
speech and droopy eyes, and was lethargic when handing over his identification. Detective Sgt.
William Collins arrived to conduct a field sobriety test, after which Brown was placed under
arrest for driving while intoxicated. He was transported to Hoboken Police Headquarters where
he was further charged with reckless driving and improper passing. As per John’s law he was
released into the custody of a responsible party.
On January 27, 2023, at approximately 5:30 p.m., Police Officers Harold Milne and Harry
Montalvo responded to the 100 block of Garden Street for reports of a woman passed out in a
vehicle. When they arrived, they observed a female sleeping in the passenger seat and woke her
up. They also observed a man, later identified as 25-year-old Reginald Hudson of Irvington,
sleeping in the driver’s seat. The officers noticed vomit on the street below the driver’s side
window, observed Hudson having slurred speech, and detected the odor of alcoholic beverage
emanating from his breath. A series of standardized field sobriety tests were taken, after which
Hudson was arrested for driving while intoxicated. He was transported to Hoboken Police
Headquarters and as per John’s law released into the custody of a responsible party.
On Sunday, January 28, 2024, at approximately 3:20 a.m., Police Officers Kyle Seper and
Anthony Azzoline met with a 9-1-1 caller outside of Hoboken Police Headquarters, who had
walked there from the Madd Hatter Bar and Grill, 221 Washington St., and said she was being
followed by a man later identified as 32-year-old Deepak Mohan of Jersey City who harassed her
and touched her inappropriately without consent inside the bar. Deepak was placed under arrest
and charged with criminal sexual contact and harassment. He was released on a summons.
On January 28, 2024, at approximately 11:45 a.m., Police Officers Arturo Gonzalez and
Geovanni Cruzado responded to the 1200 block of Hudson Street for reports of a man causing a
disturbance inside an apartment. Investigation found that the man, identified as 36-year-old
Michael DeJesus of Hoboken, had an open warrant out of Jersey City. He was released with a
new court date in Jersey City.
On January 29, 2024, at approximately 1:40 a.m., Police Officers Aaron Font and Keven De La
Cruz were on routine patrol when they saw a vehicle on the 50 block of River Street that was
double parked and running. After using lights and sirens to get the driver to move the car, they
approached and observed a man in the driver’s seat hunched over and sleeping. They opened the
door and removed the keys. The driver, later identified as 22-year-old Brian Valladolid of
Moonachie, woke up and appeared disoriented. He also made incoherent statements when asked
questions. Police Officers Andrias Bonilla and Matthew Bonanno arrived on the scene to assist.
Officer Bonilla conducted a series of standard field sobriety tests after which Valladolid was
arrested for driving while intoxicated. He was transported to Hoboken Police Department
Headquarters and further charged with reckless driving, double parking, driving with tinted
windows, and parking in a bicycle lane. As per John’s Law, Valladolid was released into the
custody of a responsible party.
On January 29, 2024, at approximately 10:40 a.m., Police Officers Nathaniel Arocho and
Jonathan Figueroa responded to a building on the 900 block of Monroe Street on reports of a
non-domicile woman sleeping inside. Upon arrival, they found the woman, later identified as 37-
year-old Jessica Rosewall of Hoboken, sleeping on the landing of a small stairwell. The officers
woke her up, informed her she was trespassing, and asked her to leave, which she did. As they
were walking out, a cylindrical glass tube with burnt tips, commonly used to smoke CDS, fell
out of her backpack. She was arrested for possession of drug paraphernalia. She was transported
to Hoboken Police Headquarters where she was also charged with trespassing. She was later
transported to the Hudson County Correctional Facility.
