Two New York Men and Two Juveniles Charged In Connection With Armed Robberies

Bergen County Prosecutor Mark Musella announced the arrests of KEVIN ULYSSES (DOB: 04/03/2004; unemployed) of 658 East 227th Street in the Bronx, New York; RAHQUAN BROOKS (DOB: 11/08/2003; unemployed; currently incarcerated in the State of New York); and two JUVENILES on charges related to multiple armed robberies in Bergen County, NJ. The arrests are the result of an investigation conducted by the Bergen County Prosecutor’s Office under the direction of Acting Chief Matthew Finck, the Ridgefield Park Police Department under the direction of Chief Joseph Rella, and the Palisades Park Police Department under the direction of Chief Anthony Espino.

On Sunday, July 24, 2022, at approximately 4:21 a.m., multiple individuals entered a gas station convenience store located at 150 Route 46 East in Ridgefield Park and robbed the business with what appeared to be a black colored firearm. Several actors wearing masks arrived in a vehicle that was later determined to have been carjacked on July 21, 2022, in Brooklyn, New York. The actors forcibly gained entry to the cash register and stole approximately $3,000.

Minutes later, an armed robbery occurred at a gas station convenience store located at 54 Abbott Avenue in Palisades Park. The clothing description of the actors matched that of the actors involved in the Ridgefield Park armed robbery. The actors stole approximately $2,000 from the cash register.

Officers from the Ridgefield Park Police Department, Palisades Park Police Department, and the Bergen County Sheriff’s Office responded to the stores, and detectives from the Bergen County Prosecutor’s Office Special Investigations Squad were subsequently called. During the ensuing investigation, RAHQUAN BROOKS, KEVIN ULYSSES, and two JUVENILES were identified as suspects in the armed robberies.

On Thursday, January 4, 2024, KEVIN ULYSSES was arrested in New York City on unrelated charges. On the same day, ULYSSES was served with a Complaint-Warrant charging him with two counts of first-degree armed robbery, N.J.S.A. 2C:15-1(a)(1); second-degree conspiracy to commit armed robbery, N.J.S.A. 2C:5-2(a)(1)/N.J.S.A. 2C:15-1(a)(1); second-degree unlawful possession of a weapon (handgun), N.J.S.A. 2C:39-5(b)(1); second-degree possession of a weapon for an unlawful purpose, N.J.S.A. 2C:39-4(a)(1); and third-degree receiving stolen property, N.J.S.A. 2C:20-7(a).

On Tuesday, January 30, 2024, RAHQUAN BROOKS, who is currently incarcerated in the Nassau County (NY) Jail on an unrelated matter, was served with a Complaint-Warrant charging him with two counts of first-degree armed robbery, N.J.S.A. 2C:15-1(a)(1); second-degree conspiracy to commit armed robbery, N.J.S.A. 2C:5-2(a)(1)/N.J.S.A. 2C:15-1(a)(1); second-degree unlawful possession of a weapon (handgun), N.J.S.A. 2C:39-5(b)(1); second-degree possession of a weapon for an unlawful purpose, N.J.S.A. 2C:39-4(a)(1); and third-degree receiving stolen property, N.J.S.A. 2C:20-7(a).

On Friday, February 9, 2024, the two JUVENILES were charged with two counts of first-degree armed robbery, N.J.S.A. 2C:15-1(a)(1); second-degree conspiracy to commit armed robbery, N.J.S.A. 2C:5-2(a)(1)/N.J.S.A. 2C:15-1(a)(1); second-degree unlawful possession of a weapon (handgun), N.J.S.A. 2C:39-5(b)(1); second-degree possession of a weapon for an unlawful purpose, N.J.S.A. 2C:39-4(a)(1); and third-degree receiving stolen property, N.J.S.A. 2C:20-7(a).

Prosecutor Musella states that the charges are merely accusations, and that the defendants are presumed innocent unless and until proven guilty beyond a reasonable doubt. Prosecutor Musella would like to thank the Ridgefield Park Police Department, the Palisades Park Police Department, the Bergen County Sheriff’s Office, the New York City Police Department, and the Nassau County (NY) Sheriff’s Department for their assistance with the investigation.
