On February 8, 2024, at approximately 12:54 a.m., Police Officers Kyle Seper, Anthony
Rutkowski, Rose Kanan, Marvin DeJesus, Joseph Spano, and Andrias Bonilla responded to
Madd Hatter, 221 Washington St., on reports of a disruptive man antagonizing staff members.
When the officers arrived, three people were talking loudly, gesturing, and making noises in an
attempt to instigate a response from officers all while recording on their cellphones. Bar staff
members told police the actors were never inside the establishment but one of them, later
identified as 30-year-old Marwan Ismail of Verona, approached staff and began to act out,
preventing them from doing their jobs. When the officers attempted to get the actors to leave the
area, Marwan continued to try to get a response out of them on cellphone video. He also opened
an alcoholic beverage and began to consume it on the sidewalk. Marwan was issued summonses
for disorderly conduct and having an open alcoholic container. When he walked back towards
the bar, the officers directed him once again to leave the area, but he refused and was placed
under arrest for disorderly conduct. He was transported to Hoboken Police Headquarters,
processed, and released on a summons.
On February 8, 2024, at approximately 11:05 a.m., Sgt. Adam Colon and Police Officers Arturo
Gonzalez, Elias Colon, and Anthony Olivera respond to Acme, 614 Clinton St., for reports of a
fight between two men. Witnesses pointed out one of the men, later identified as 36-year-old
Israel Martinez of Hoboken, to Officer Olivera around the corner from the store. An on-scene
investigation revealed that Martinez physically assaulted the other man by punching and striking
him numerous times in his head. He had a cast with a metal brace on his hand, which was used as
a weapon. The victim was taken to an area hospital by the Hoboken Ambulance Corps with
multiple injuries to his face and head. Martinez was arrested for aggravated assault and
possession of a weapon for unlawful use. He was transported to Hoboken Police Headquarters,
processed, and later transported to the Hudson County Correctional Facility.
On February 8, 2024, at approximately 10:15 a.m., Sgt. Wilfredo Gomez and Police Officers
Frank Losurdo and Jaydan Gonzalez were patrolling the area of Harrison and Fourth Streets
when they observed a man, they knew to be 41-year-old David Diaz of Florida and knew he was
wanted on five active warrants. They approached Diaz on the 300 block of Harrison Street. The
warrants for the original offenses of defiant trespassing and theft were confirmed. A search
incident to arrest found a craftsman wrench socket, with burnt steel wool stuffed inside,
commonly used to smoke CDS. Diaz was additionally charged with possession of drug
paraphernalia and transported to the Hoboken Police Department, processed, and transported to
the Hudson County Correctional Facility.
On February 8, 2024, at approximately 2 p.m., Sgt. Adam Colon and Police Officers Jessica
Pizanie and Elias Colon responded to Marine View Plaza for a welfare check of a man whose
family was concerned about him. Upon arrival, officers learned the man was okay, but
encountered another man identified as 21-year-old Jahred Rivera of Hoboken, who had a warrant
out of the Hudson County Sheriff’s Office. He was placed under arrest and transported to the
Hudson County Sheriff's Office.
On February 8, 2024, at approximately 10:30 p.m., Police Officers Andrias Bonilla and Rose
Kanan responded to Hoboken Quick Shop, 332 Jackson St., on reports that a man left the store
without paying for a bag of chips and a package of incense. Police Officers Chelsea Tamborra
and Ricky Truppner arrived to assist and located a man who fit the suspect’s description on the
300 block of Jefferson Street. The man was identified as 38-year-old Mario Cruz of Jersey City.
He was arrested, transported to Hoboken Police Headquarters, and charged with shoplifting. He
was released on a summons.
On February 9, 2024, at approximately 1:50 a.m., Police Officers Enrico Gnassi and Shawn
Sodora responded to the 200 block of Mashall Drive on reports of a dispute between a cab driver
and a passenger. Upon arrival they met with the passenger, later identified as 34-year-old Crystal
Rodriguez of Hoboken, who could not maintain her balance and whose speech was slurred.
Officers observed a juvenile in the back seat of the cab. When officers told Rodriguez she was
too intoxicated to care for the juvenile, she spit on one of them twice. She was placed under
arrest for throwing bodily fluids at a law enforcement officer and endangering the welfare of a
child. She was transported to Hoboken Police Headquarters and later released on a summons.
The juvenile was placed in the custody of a responsible adult.
On February 9, 2024, at approximately 2:40 a.m., Police Officers Daniel Grossi and Joseph
Spano were on patrol when they observed a woman rummaging through a parked vehicle on the
200 block of Park Ave. Officers got out of their car and approached the woman they recognized
to be 46-year-oldStacy Butler, a non-domicile who they know does not own a vehicle. A search
incident to arrest revealed her to have three glass cylindrical pipes with brown residue and
copper mesh wiring, commonly used to smoke CDS. Officers observed the glove compartment
in the car opened and items scattered on the front seats. Butler was processed, charged with
burglary, theft, and possession of drug paraphernalia, and transported to the Hudson County
Correctional Facility.
On February 9, 2024, at approximately 1:45 p.m., Police Officers Joshua Campoverde, Jessica
Pizanie, and Anthony Olivera responded to the 600 block of Madison Street on reports of a
possible intruder in her apartment. When they arrived, they spoke with the original caller,
identified as 35-year-old Victoria Fehn of Hoboken, who was fidgety, had dilated pupils and was
behaving like someone under the influence of a narcotic. In the apartment, officers found no
evidence of an intruder. They saw a ceramic plate with a yellow cut straw and residue of a white
powdery substance, believed to be CDS cocaine. Lt. James Peck arrived on the scene. Fehn was
placed under arrest for possession of CDS and possession of drug paraphernalia. She was
released from police custody with a summons.
On February 9, 2024, at approximately 9:20 p.m., Sgt. Wilfredo Gomez and Police Officers
Jaydan Gonzalez and Frank Lombardo were on patrol on Jackson Street at Third Street when
they observed a man known to them as 18-year-old Anthony Diaz of Hoboken, who had a
warrant on robbery charges from New Jersey Transit Police. Police Officers Anthony Olivera
and Daniel Grossi observed Diaz walk into a building on the 300 block of Jackson Street. When
he came out of the building, Diaz was placed under arrest on the warrant. He was transported to
Hoboken Police Headquarters. NJTPD officers arrived at approximately 11 p.m. to transport him
to their headquarters.
On February 10, 2024, at approximately 12 p.m., Police Officers Daniel Grossi and Joshua
Campoverde responded to the area of Newark and Washington Streets, for reports of a man who
had jumped in front of a car. Upon their arrival, the officers saw the man, later identified as 18-
year-old Jean-Paul Philantrope of Union, walking in the roadway and observed him pull on the
door handles of two cars. Police Officer Protopapadakis who was working outside employment
in the area arrived to assist. They ordered Philantrope to stop and he began to ramble, acted in a
disorderly manner, and was uncooperative with officers. He began to scream and carried himself
with tumultuous behavior. Sgt. Francis McCourt arrived on scene and was approached by
another person who said Philantrope had intentionally run into him at full speed. Philantrope
constantly screamed to gather attention from everyone that was in the area and took down a “no
loitering” sign taped to a brick wall at the CVS, 59 Washington St. At one point he dropped to
the ground and rolled around, which is when he was placed under arrest. He was transported to
Hoboken Police Headquarters for processing and charged with disorderly conduct. Philantrope
was transported to an area hospital by the Hoboken Ambulance Corps and issued a summons.
On February 10, 2024, at approximately 2:30 a.m., Sgt. Wilfredo Gomez and Police Officers
Jaydan Gonzalez and Frank Losurdo were patrolling Washington Street when a bystander
flagged them down to say there was a fight outside the Brass Rail, 129 Washington St. Police
Officers Aaron Font, Anthony Rutkowski, and Christopher Soto arrived on the scene to assist.
An on-scene investigation determined the aggressor of the fight was 28-year-old Rashiem
Atwater of Newark. At one point he grabbed an officer and was placed under arrest. He was
transported to Hoboken Police Headquarters and charged with aggravated assault and obstructing
the administration of law. He was released on a summons.
On February 10, 2024, at approximately 6:15 p.m., Police Officers Daniel Grossi and Nicholas
Losurdo were on the 100 block of Grand Street when they observed a heavily tinted car. They
followed the vehicle to a parking lot on the 400 block of Newark Street where they conducted a
motor vehicle stop. The driver, later identified as 39-year-old Murat Aslan of Cliffside Park,
appeared confused, his eyes were blood shot, and his eye lids were droopy. Since the vehicle was
heavily tinted, Aslan was asked to roll down all the windows, and officers were able to see three
opened beer cans in the back seat. Aslan appeared to be disoriented and was asked to step out of
the car, which is when officers smelled alcoholic beverage emanating from his breath. Sgt.
Dennis Figueroa, and Police Officers Frank Losurdo and Jayden Gonzalez arrived on the scene.
Aslan was given a standard field sobriety test, after which he was placed under arrest for driving
while intoxicated. He was transported to Hoboken Police Headquarters for processing and issued
summonses for driving while intoxicated, reckless driving, open container of alcohol, certain
tinting materials on windows. As per John’s Law Aslan was released from custody after a 12-
hour hold after the arrest.
On February 11, 2024, at approximately 1:35 a.m., Sgt. James Barbro and Police Officers
Matthew Bonanno, Remy Garcia Marte, Enrico Gnassi, Mark Mooreman, and Anthony Ingraffia
responded to the 1000 block of Jefferson Street on reports of a man forcing his way into a
residential building. Officers observed a man matching the description of the suspect walking
down the block and approached him. The man, later identified as 34-year-old Keysi Ordonez of
Union City, was in possession of two packages that belonged to someone who lived in the
building. He was placed under arrest. During a search incident to arrest they found a check for
approximately $5,070 that belonged to the building leasing office in his pants pocket. Officers
observed damage to the lock and door of the leasing office, and several desk drawers were open
inside. Ordonez was transported to Hoboken Police Headquarters and charged with criminal
mischief, burglary, and theft.
On February 11, 2024, at approximately 2:20 a.m., Police Officers Nicholas Protopapadakis and
Tyler Soto were patrolling the 50 block of River Street, when they were flagged down by
security at Birch, 192 River St. They witnessed a man, later identified as 25-year-old Robert
McKiernan of Old Bridge in a fight, pushing and shoving another man which was causing a
crowd to form. McKiernan was placed under arrest for disorderly contact and transported to
Hoboken Police Headquarters. He was released on a summons with a court date.
On February 12, 2024, at approximately 1:40 a.m., Police Officers Aaron Font and Matthew
Bonanno were on First Street near Willow Avenue when they observed a car driving toward
them on Willow Avenue., at a high rate of speed. They followed the car and then stopped it on
the 200 block of Newark Street and approached the driver, later identified as 25-year-old Craig
Fernandez of Jersey City. They smelled alcoholic beverages emanating from his breath. Police
Officer Cynthia Rivera arrived on the scene and conducted a standardized field sobriety test,
after which Fernandez was placed under arrest for driving while intoxicated. While searching his
car, officers found an empty can of beer in a pocket on the back of the driver's seat. Fernandez
was transported to Hoboken Police Department Headquarters. He was issued an additional
summons for not having an inspection, having tinted windows, reckless driving, and open
container. As per John’s law Fernandez was released into the custody of a responsible party.
On February 13, 2024, at approximately 8 a.m., Police Officers Jessica Arebalo and David
Chicara responded to CVS, 59 Washington St. for reports for a shoplifting. When they arrived,
they learned a man had taken a Slim Jim worth approximately $3.20, and left without paying,
earlier that morning. Officers were shown surveillance footage and a short time after, while
outside the store, located a man who matched the description from the video. He was later
identified as 49-year-old Christopher DiBenedetto of Jersey City. Sgt. Adam Colon and Sgt.
Frank Rosa arrived on the scene. DiBenedetto was arrested and transported to Hoboken Police
Headquarters for processing. He was charged with shoplifting and transported to Hudson County
Correctional Facility.
