Guttenberg Police Blotter - February 19th, 2024 to February 25th, 2024

1. On February 19th, 2024, during a motor vehicle stop, members of the Guttenberg Police Department’s Patrol Division arrested 33-year-old Gabriel Procel of Union City, NJ, after discovering that he had an active warrant issued by the Hudson County Sheriff’s Office. Mr. Procel was then transported to the Guttenberg Police Department for his arrest processing. Upon the completion of his arrest processing, Mr. Procel was transferred into the custody of officers from the Hudson County Sheriff’s Office.

2. On February 20th, 2024, the Guttenberg Police Department received numerous complaints regarding a male at the corner of 68th Street and Broadway, who was reported to have been throwing a white powdery substance into the roadway and reported to be in possession of a large artwork causing concern, all during the time of a local school dismissal. Upon initial response, officers spoke with the male, gathered information, and then left the scene to review CCTV surveillance camera footage to confirm the initial reports. The Guttenberg Police Department then received a few additional calls regarding the same male. Through their investigation, Officers and Detectives uncovered that 37-yearold Andrew B. Brand, of Guttenberg, NJ, was walking in and out of the street, throwing a white powdery substance into the air near oncoming vehicles, and snorting/rubbing the white powdery substance on his face, imitating the use of a controlled dangerous substance, cocaine. He was also observed snorting the white powdery substance from an artwork depicting the words “Cocaine Sold Here 19 Arrests 7 Months”. Mr. Brand was also found to be in possession of a clear plastic bag containing a significant amount of a white powdery substance, believed to be flour, to imitate the possession of cocaine. Accordingly, Mr. Brand was arrested and charged with disorderly conduct [2C:33-2A] and the possession of an imitation controlled dangerous substance [2C:35-11B]. Mr. Brand was then transported to the Guttenberg Police Department for his arrest processing. Upon the completion of his arrest processing, Mr. Brand was issued his complaint summons and then transported to the Hoboken University Medical Center for a medical evaluation.

3. On February 20th, 2024, members of the Guttenberg Police Department’s Patrol Division responded to the area of 68th Street and Jackson Street, for a report of a suspicious motor vehicle. During their on-scene investigation, officers arrested 42-year-old Franklin E. Llivipuma-Collaguazo of Guttenberg, NJ, for driving while intoxicated [39:4-50]. Mr. Llivipuma-Collaguazo was then transported to the Guttenberg Police Department for his arrest processing. Upon the completion of his arrest processing, Mr. Llivipuma-Collaguazo was issued numerous summonses for traffic violations and then released to the custody of a responsible adult.

4. On February 21st, 2024, the Guttenberg Police Department was notified by the West New York Police Department that they had a male in custody with an active warrant issued by the Guttenberg Municipal Court. Shortly after, officers of the West New York Police Department arrived at Guttenberg Police Headquarters with 60-year-old Evelio Martinez of Union City, NJ, where he was placed under arrest. Upon the completion of his arrest processing, Mr. Martinez was issued his complaint warrant and lodged in the Hudson County Correctional Center.

5. On February 24th, 2024, during a motor vehicle stop, members of the Guttenberg Police Department’s Patrol Division arrested 24-year-old Odir A. Hernandez of Jersey City, NJ, for driving while intoxicated [39:4-50]. Mr. Hernandez was then transported to the Guttenberg Police Department for his arrest processing. Upon the completion of his arrest processing, Mr. Hernandez was issued numerous summonses for traffic violations and then released to the custody of a responsible adult.


The charges above are merely accusations. Every defendant is presumed innocent unless and until proven guilty in a court of law.
