Hoboken Police Arrest Blotter March 21, 2024 to March 27, 2024

On March 21, 2024, at approximately 11 a.m., Detective Michael Losurdo conducted a follow-up investigation into a bicycle theft. The theft happened in February and was reported to police on March 18, after the victim saw the stolen bike listed for sale on eBay. The detective contacted the seller and along with Detectives John Quinones, Fabian Quinones, Luis Rodgriguez, and Christine Collins and Police Officer Jesse Castellano located the man, later identified as 45- year-old Jacob Alvarez of Hoboken, on the 300 block of Sinatra Drive. Alvarez had the stolen bicycle with him. He was transported to Hoboken Police Headquarters and charged with receiving stolen property and fencing/ dealing stolen property. Alvarez was found to have a warrant from Hoboken for simple assault. He was transported to the Hudson County Correctional Facility.

On March 21, 2024, at approximately 11:25 p.m., Police Officers Harold Milne and Mark Mooreman responded to Walgreens, 1320 Shipyard Ln., on reports of a shoplifting where the actor had just left the store pushing a shopping cart full of stolen items. Police Officers Paul Quinn and Shelby Seickendick observed a man who fit the description of the suspect on the 1000 block of Garden Street. A search incident to arrest of the man, identified as 30-year-old Darin Jones-Morre of North Arlington, located a clear glass vile which contained a white residue, suspected to be CDS cocaine. The search also located items stolen from the store, totaling approximately $141.61. Jones-Morre was transported to Hoboken Police Headquarters and charged with shoplifting and possession of drug paraphernalia. He had a warrant out of Brielle and was given a new court date on that warrant. He was transported to the Hudson County Correctional Facility.

On March 22, 2024, at approximately 10:30 p.m., Police Officers Harold Milne and Nasir Willey responded to Hoboken University Medical Center, 308 Willow St., on reports of a disorderly female inside. When officers arrived, they saw the woman, who they recognized and identified as 49-year-old Patricia Lavacchi of Jersey City, outside the building arguing with security staff. They observed Lavacchi approach the security guards in an aggressive manner, placing her hands directly in their faces. She stopped when officers activated their lights and sirens but began to act aggressively toward the security guards again and threatened to assault them. Lavacchi was placed under arrest. Police Officers Mark Mooreman, Jessica Pizzane, and Paul Quinn arrived on the scene to assist. The investigation revealed that Lavacchi had refused to leave the hospital when first asked, arguing with staff and grabbing items off a desk, including a gallon jug of hand sanitizer and throwing it at staff. Lavacchi was transported to Hoboken Police Headquarters where she refused to be fingerprinted. During processing she also became verbally abusive yelling racial, sexual, and anti-religious slurs at police officers. She also made threats towards their families. She was charged with aggravated assault, possession of a weapon for unlawful purpose, unlawful possession of a weapon, disorderly conduct, and refusal to be fingerprinted. She was transported to the Hudson County Correctional Facility.

On March 23, 2024, at approximately 9:15 p.m., Police Officers Alexander Miller and Harold Milne picked up 40-year-old Lamar Woodward of Hoboken at the New Jersey Transit Terminal, where New Jersey Transit Police had arrested him on a municipal warrant. He was transported to the Hudson County Correctional Facility.

On March 24, 2024, at approximately 2:05 a.m., Police Officers Harold Milne and Mark Mooreman were patrolling Washington Street when they saw crowds gathering near, and pointing toward, The Shannon Pub, 106 First St. When the officers pulled over, they observed two men fighting and separated them. One of those men, later identified as 34-year-old Alvin Lee Ndegwa Gakomo of Jersey City became aggressive and attempted to start the fight again. He was arrested for disorderly conduct, transported to Hoboken Police Headquarters and released with a summons. As they were arresting Gakomo, the other man, who officers recognized and identified as 34-year-old Marquis High of Hoboken, began to walk away, ignoring verbal commands to stop. Sgt. James Barbro arrived and stopped High near the intersection of Newark and Washington Streets. High was escorted back to the initial scene where he became aggressive and tried to re-start the fight. He was arrested for disorderly conduct and obstructing the administration of the law, transported to Hoboken Polce Headquarters and released with a summons. Another man involved in the altercation, later identified as 23-year-old Raymond Machuki of Jersey City, was found to have an open warrant complaint out of Jersey City. He was released on his own recognizance with a new court date.

On March 24, 2024, at approximately 1:50 p.m., Police Officers Matthew Bonanno and Jessica Arebalo were serving a temporary restraining order on the 300 block of Jackson Street when it was learned the individual, 47-year-old Muhammad Gonzalez of Hoboken, had an open bench warrant from the Hudson County Sheriff's Office. He was placed under arrest, transported to Hoboken Police Headquarters, and processed. He was ultimately transported to the Hudson County Correctional Facility.

On March 24, 2024, at approximately 10:40 p.m., Police Officers Nasir Willey and Harold Milne responded to the 600 block of Sixth Street to conduct a sweep of a residential building, in response to complaints of non-residents trespassing. They located an individual they recognized as 42-year-old Phillip Steed of Hoboken, sitting on the steps of a stairwell. Police Officers Anthony Hochstadter and Marc Lombardo arrived on the scene. Steed was placed under arrest for defiant trespassing. A search incident to arrest was conducted and located 152 clear plastic bags each tied in a knot containing a rock like substance suspected to be CDS crack cocaine, 151 white wax folds with various stamps suspected to be CDS heroin, and two glass vials containing a brown liquid suspected to be CDS PCP. He was transported to Hoboken Police Headquarters where he took off all his clothes and refused to be photographed and fingerprinted. He was charged with possession with intent to distribute CDS heroin/cocaine, possession with intent to distribute narcotics, possession with intent to distribute within 1,000 feet of school property, possession with intent to distribute within 500 feet of public housing property, possession of drug paraphernalia, and refusal to be fingerprinted. When officers attempted to transport Steed to the Hudson County Correctional Facility on March 25, 2024, at approximately 3:30 p.m., he refused to put his clothes back on, and became verbally abusive, combative, and physically violent with officers. He flailed his arms while officers were trying to handcuff him, lunged toward officers, kicked one in the stomach and another in the leg, and spit at officers. Police Officers Kyle Seper, Jessica Pizanie, Andrias Bonilla, and Mark Moreman were eventually able to place Steed in handcuffs, but he continuously refused to get dressed and refused to walk out of the cell. Officers placed a sheet over him and carried him to the car for transport to HCCF. He was further charged with aggravated assault on law enforcement, throwing bodily fluids, and criminal mischief.

On March 25, 2024, at approximately 12:55 a.m., Police Officers Andrias Bonilla and Keven De La Cruz responded to the 400 block of Marshall Drive on reports of a domestic incident which turned out to be a verbal argument. Sgt. Luke Zeszotarski arrived to assist. It was learned one of the individuals involved, later identified as 28-year-old Jermaine Womack of Jersey City, had two open warrants out of Hoboken for simple assault and harassment. He was arrested and transported to the Hudson County Correctional Facility. Police Officers Cynthia Rivera, Chris Soto, and Damien Bates arrived on the scene to assist. It was learned a second individual on the scene, identified as 34-year-old Vanessa Kelly of Hoboken had two open warrants. One was out of Hoboken for failure to pay a fare and one was from Jersey City for simple assault. She was placed under arrest and transported to the Hudson County Correctional Facility.

On March 25, 2024, at approximately 5:10 p.m., Police Officers Jonathan Figueroa and Domenick Allegretta responded to Second and Washington Streets on reports of a man harassing female pedestrians walking by while drinking a beer outside. They located a man, later identified as 35-year-old Cortavios Hampton of Mississippi, who fit the description of the suspect. It was discovered that Hampton had multiple warrants including two out of Secaucus, one from Lawrence, and one from West New York. He was transported to Hoboken Police Headquarters by Police Officers Anthony Azzoline and Alexander Miller. He was issued a summons for having an open alcoholic container and was transported to the West New York Police Department for processing on their warrant.

On March 25, 2024, at approximately 10:25 a.m., Police Officers Michael Aviles and Frank Losurdo were in the area of Third Street and Marshall Drive when they saw a woman they recognized as 42-year-old Elizabeth Torres of Union City. The officers knew Torres had a warrant on charges of receiving stolen property. Those charges were filed by Police Officer Shelby Seickendick following an investigation into an e-bike theft reported on March 12, 2024. During a search incident to arrest the officers found drug paraphernalia including a copper strand cleaner pad, a metal push rod, two metal hair pins altered so they could be used to compact copper scrubber strands into a glass pipe which is commonly used for ingesting/inhaling CDS crack/cocaine. Torres was additionally charged with possession of drug paraphernalia. She was transported to Hoboken Police Headquarters where it was discovered she was wanted on two warrants in Hoboken and one in Union City. Torres also matched the description of the actor in a shoplifting at ShopRite, 900 Madison St., on March 21, 2024., where employees were able to retrieve stolen items. The stolen e-bike was left behind at that scene. That report was taken by Police Officer Roberto Cuevas. Torres was charged with shoplifting and hindering in connection to that case. She was ultimately transported to the Hudson County Correctional Facility.

On March 25, 2024, at approximately 7:40 p.m., Police Officers Alexander Miller, Anthony Azzoline, Rose Kanan, and Arturo Gonzalez responded to CVS, 59 Washington St., on reports of a man causing a disturbance behind the registers. When they arrived, a witness told them he saw another man, later identified as 33- year-old Peter Jerome of Hoboken, try to steal hair products. Jerome pushed the other man, when he tried to stop him from leaving the store. A search incident to arrest located a glass cylindrical pipe commonly used to smoke CDS crack cocaine. The search also found six stolen hair products, totaling $67.11. Jerome was transported to Hoboken Police Headquarters, processed, and charged with robbery and possession of drug paraphernalia. It was discovered that he had an outstanding warrant from Bayonne. Jerome was ultimately transported to the Hudson County Correctional Facility.

On March 26, 2024, at approximately 10:30 p.m., Police Officers Shyenna Vega and Police Officer Michael Straten responded to the 50 block of River Street on reports of a man trespassing on the fifth floor. Police Officers Nassir Willey, Andrias Bonilla and Paul Quinn also responded. A building manager says he found a man, later identified as 32-year-old Sangmin Kim of Fort Lee inside a medical office and informed the officers that Kim had previously been told he is not allowed in the building. It was learned he had a warrant from the Hudson County Sheriff’s Office. Kim was arrested for defiant trespassing and transported to Hoboken Police Headquarters. He was processed and transported to the Hudson County Correctional Facility.

On March 26, 2024, at approximately 3:50 p.m., Sgt. Adam Colon was driving on Third Street near Clinton Street when he observed a man he recognized as 26-yearold Jourdan Maldonado of Jersey City, who he knew had multiple active warrants for his arrest, entering the passenger side of a vehicle. He followed the car until it stopped at a red light at the intersection of Observer Highway and Jackson Street. Sgt. Colon approached the vehicle, had the driver pull over and asked Maldonado to step out, which he did. Police Officers Joshua Campoverde, Jaydan Gonzalez, and Michael Aviles arrived on the scene. Warrants were confirmed and Maldonado was placed under arrest. A search incident to arrest yielded a small glass cylindrical tube with a burnt spherical end commonly used to inhale/ingest CDS. Maldonado was then transported to Police Headquarters for processing where he was charged with possession of drug paraphernalia. He was processed on multiple warrants out of Hoboken in connection to a debit card theft and package theft on the 400 block of Fifth Street on March 9, 2024, and a bicycle theft on the 300 block of Grand Street on March 9, 2024. He was charged with unlawful use of a credit card and multiple counts of theft. He was transported to the Hudson County Correctional Facility.

On March 27, 2024, at approximately 9:15 a.m., Det. Sgt. William Collins, Detectives Connor Milne and Fabian Quinones, and Police Officer Jesse Castellano responded to the 300 block of Marshall Drive where they located 44- year-old Larone Ferguson of Hoboken, who was wanted on an open warrant for a robbery at ACME, 614 Clinton St., on March 24, 2024. That report was taken by Police Officer Frank Lombardo who observed surveillance video which showed Ferguson hiding multiple items under his coat and then threaten employees when they called security as he attempted to leave. A follow-up investigation by Officer Castellano identified Ferguson as the actor. On March 27, Ferguson was transported to Hoboken Police Headquarters and processed on robbery charges. He was ultimately transported to the Hudson County Correctional Facility.

On March 27, 2024, at approximately 1:30 p.m., Det. Sgt. William Collins was patrolling near the Second Street Light Rail Station, 200 Marshall St., when he saw a man, he recognized as 37-year-old Christopher Rosado and knew him to have warrants for his arrest. When Sgt. Collins announced himself as an officer, Rosado ran away up a hill toward Jersey City. Sgt. Adam Colon, Detectives Samuel Flores, Michael Losurdo, and Jesse Castellano and Police Officers Tyrone Huggins, Frank Losurdo, and Arturo Gonzalez joined the search for Rosado. He was located on the 200 block of Ogden Avenue in Jersey City, where officers convinced him to surrender. He was placed under arrest. He was processed on the warrant and charged with defiant trespassing and shoplifting. He was also charged with resisting arrest. He was ultimately transported to the Hudson County Correctional Facility.

On March 27, 2024, at approximately 5:35 p.m., Police Officers Paul Quinn and Dominick Allegretta were patrolling on the 400 block of Marshall Drive and saw what looked like about 15 people fighting. They activated emergency lights and sirens. When they stopped the car, they saw a woman, later identified as 23-yearold Shakea Coleman of Hoboken, hit a man. Coleman was arrested. Sgt. Edward Sellick, Detective Ryan Houghton, and Police Officers Jennifer Lee and Jessica Pizanie arrived on the scene to assist. A follow up investigation revealed that before hitting the male, Coleman approached another woman and instigated a physical fight. She was transported to Hoboken Police Headquarters and charged with simple assault. She was released with a summons.
