On May 29, 2024, at approximately 1:20 a.m., Police Officers Nasir Willey and David Chicara responded to the 1500 block of Washington Street on reports of two people arguing outside of their vehicles. An on-scene investigation revealed that one of the parties, later identified as 27-year-old Sharon Hargrove of Paterson, had stolen the other person’s car in Paterson. The victim used a tracking app to locate her vehicle on Sinatra Drive in Hoboken. As she approached the car, she saw three people get into it, with Hargrove behind the wheel. The victim followed in another vehicle. The stolen automobile drove onto the sidewalk on Washington Street at 15th Street and came to a stop. The three people fled the scene. Police Officers Chicara, Bianca Arroyo, Cynthia Rivera, and Marvin DeJesus searched the area for the suspects and found a female matching Hargrove’s description on the 200 block of River Street. Her identity was confirmed, and Hargrove was placed under arrest. She was transported to Hoboken Police Headquarters and charged with motor vehicle theft and was issued a summons for driving on the sidewalk. She was released from custody.
On May 30, 2024, at approximately 11:15 a.m., Detectives John Quinones and Michael Losurdo and Police Officer Samuel Flores were traveling on Sixth Street near Harrison Street when they saw two men and observed one lifting a blue wax fold toward his nose and take a deep breath to inhale the contents. They exited the vehicle and ordered the men to stop. One of the men, later identified as 37-year-old Juan-Carlos Ruiz of West New York dropped a wax fold on the ground. He was placed under arrest. The other man, 24-year-old Ramiro Quirola-Vergara of West New York, was also arrested for being in possession of a wax fold containing a powdery substance believed to be CDS heroin. A search incident to arrest of Ruiz found him to be in possession of a second empty wax fold, two small white rocklike substances believed to be CDS crack cocaine in small plastic bags, a small plastic straw, a little push rod, and a glass cylindrical pipe burnt at both ends containing copper wire mesh. A search incident to arrest of Quirola-Vergara located a glass cylindrical pipe burnt at both ends containing copper wire mesh and a push rod. Both men were transported to Hoboken Police Headquarters. Ruiz was charged with possession of CDS and possession of drug paraphernalia. QuirolaVergara was charged with possession of CDS, hindering apprehension, and possession of drug paraphernalia. During the investigation, it was discovered that a man identified as 36-year-old James Fields of Jersey City sold the narcotics found on Quirola-Vigara and Ruiz. A warrant was issued for his arrest on charges of possession of CDS, possession of CDS with intent to distribute, possession of CDS with intent to distribute within 500 feet of certain public property, and distribution of CDS within 1,000 feet of a school. The next day, on May 31, 2024, at approximately 8:35 a.m., Det. Sgt. Anthony Russo, Det. Quinones, and Officer Flores saw Fields on the 600 block of Jackson Street. He was placed under arrest, transported to Hoboken Police Headquarters, processed, and transported to the Hudson County Correctional Facility.
On May 30, 2024, at approximately 7:20 p.m., Police Officers Rose Kanan, Marc Lombardi, Mark Mooreman, and Jaydan Gonzalez were on walking patrol in the Hoboken Housing Authority area, when they observed 29-year-old Sarah Elabbasy of Jersey City and 39-year-old Daniel Brinkerhoff of North Bergen walking onto HHA property, and knew they were not residents. They were arrested for defiant trespassing. As they tried to arrest Brinkerhoff, he resisted by stiffening his arms and trying to walk away. A few minutes later, officers were able to safely place him in handcuffs. A search incident to arrest of Brinkerhoff located a white crystalized rock suspected to be CDS crack cocaine, four empty wax folds suspected to be CDS heroin, one cylindrical glass pipe with burnt edges commonly used to smoke CDS crack cocaine, and one hypodermic needle with an orange cap. A search incident to arrest of Elabbasy discovered a bag of white powdery substance suspected to be CDS crack cocaine, three wax folds, three cylindrical glass pipes with burnt ends, one clear bag containing greenish leafy substance with no scent suspected to be synthetic cannabis, 30 yellow pills, 10 white oval shaped pills, and five hypodermic needles with orange caps. They were transported to Hoboken Police Headquarters where it was learned Brinkerhoff had two active warrants out of Hudson County and North Bergen and Elabbasy had one from Jersy City. Brinkerhoff was charged with possession of CDS, resisting arrest, defiant trespassing, and possession of drug paraphernalia. Elabbasy was charged with possession of CDS, possession of synthetic cannabinoid, possession of prescription or legend drugs without a lawful prescription, possession of CDS while loitering, and defiant trespassing. Both were transported to the Hudson County Correctional Facility.
On May 31, 2024, at approximately 9:30 a.m., Detective Michael Losurdo was working outside employment at the intersection of 10th and Garden Streets when he recognized 30-year-old Troy Timberlake of Hoboken. Timberlake was wanted on a warrant in Hoboken for unlawful weapons possession. Lt. Corrado Allegretta, Sgt. Saverio Binetti, and Police Officers Tyrone Huggins and Jessica Pizanie arrived. Timberlake was arrested and transported to Hoboken Police Headquarters and later released.
On May 31, 2024, at approximately 3:05 p.m., Police Officer Jessica Pizanie responded to the intersection of Washington and Sixth Streets on reports of an assault. When she got there, the caller said that while she was walking, a woman approached her and punched her in the ear, causing it to swell up. The victim said she was in pain and her hearing was temporarily affected by the strike. She refused medical attention and gave Officer Pizanie a description of the attacker. A short time later, Officer Pizanie located a woman matching the description and recognized her as 37-year-old Jessica Rosewall of Hoboken. Rosewall was placed under arrest for aggravated assault and transported to Hoboken Police Headquarters for processing before being transported to the Hudson County Correctional Facility.
On June 1, 2024, at approximately 3:10 a.m., Police Officers Daniela Simone and Shawn Sodora were in the area of Newark and Hudson Streets when they saw a car driving the wrong way on a one-way road. They pulled the vehicle over and when they approached the driver, later identified as 23-year-old Joseph Orsita of Bloomfield, the odor of an alcoholic beverage was emanating from his breath, he had blood shot eyes, and his speech was slow. When asked, he gave officers an old version of his paperwork. A standard field sobriety test was performed, after which Orsita was arrested for driving while intoxicated and transported to Hoboken Police Headquarters where he refused to take a breath test. He was issued a summons for refusal to provide breath samples, refusing to take a breath test, driving while intoxicated, and driving the wrong way on a one-way street. As per John’s Law, he was released into the custody of a responsible party.
On June 1, 2024, at approximately 11 a.m., Police Officer Dylan Archilla was driving on Willow Street, approaching 11th Street, when he saw a gas-powered scooter-type motorcycle without a license plate. He conducted a motor vehicle stop on the 1100 block of Willow Avenue. The driver, later identified as 35-year-old Marcos Zayas of Jersey City, produced a license plate from a storage area under the seat. Sgt. Ryan Houghton confirmed that the plate and the vehicle had been reported stolen in New York City. Sgt. Saverio Binetti and Police Officer Joseph DiMartino arrived on the scene. Zayas was arrested and transported to Hoboken Police Headquarters on charges of receiving a stolen motorcycle and receiving stolen property. He was also issued a summons for driving without a license and riding an unregistered vehicle and released from custody.
On June 2, 2024, at approximately 4:50 p.m., Police Officer Remy Garcia-Marte observed cars parked on the sidewalk in the area of Pier 13, 1301 Sinatra Dr. Officer Shelby Seickendick arrived on the scene. It was discovered the license on one of the cars was expired and the owner, identified as 27-year-old Fiorella Espinal of Belleville, had a warrant out of Newark. Espinal was given a new court date and released on the scene.
On June 3, 2024, at approximately 8:10 a.m., Police Officers Anthony Azzoline and Anthony Olivera responded to CVS, 59 Washington St., on reports of a shoplifting. When they arrived, employees told them a woman had entered the store, took several items totaling approximately $172.18 including hair care products, cosmetics, and clothing. She placed the items in a beach bag, and then left without paying. Officers viewed surveillance footage and recognized the actor as 26-year-old Kayla Moreno of Hoboken, who they had seen outside the Hoboken Shelter, 300 Bloomfield St., earlier in the morning. They went to the shelter and located Moreno. She was placed under arrest and transported to Hoboken Police Headquarters for processing on shoplifting charges. She was transported to the Hudson County Correctional Facility.
On June 3, 2024, at approximately 7:45 p.m., Police Officers Jaydan Gonzalez, Shyenna Vega, Shelby Seickendick, and Jason Montalvo were patrolling in the Hoboken Housing Authority (HHA) and during a building sweep on the 600 block of Sixth Street, they observed two men, later identified as 20-year-old Noel Garcia of West New York and 18-year-old Rodolfo Garcia of West New York, in a stairwell. It was discovered they did not live in the building. Both were issued a summons for defiant trespassing and released on the scene.
On June 4, 2024, at approximately 12:20 a.m., Police Officers Aaron Font and Shawn Sodora were on routine patrol on the 50 block of Newark Street when they noticed a vehicle with an improper license plate. They pulled the car over near the intersection of Newark and Bloomfield Streets. The driver, later identified as 46- year-old Deshawn Wiggins of Newark, refused to give officers his personal information and paperwork including a driver's license. Sgt. Christopher Soto and Police Officers Cynthia Rivera and David Chicara arrived on the scene. Wiggins was asked to step out of the car, but he refused. He eventually gave officers a registration card, but it was expired. Wiggins eventually got out of the car. It was discovered he had multiple warrants for his arrest. He was transported to Hoboken Police Headquarters where he was processed on warrants out of Essex County and Milburn. He was also issued a summons for having a fictitious license plate, having an unregistered vehicle, failure to exhibit a driver’s license, failure to exhibit insurance, and driving while registration is suspended. He was transported to the Essex County Correctional Facility.
On June 4, 2024, at approximately 11:55 a.m., Det. Sgt. William Collins was on the 50 block of Washington Street when he saw someone operating a gas powered moped in the marked bicycle lane and improperly passing vehicles stopped at the traffic light. Det. Sgt. Collins attempted to stop the vehicle by raising his arms and yelling “Hoboken Police, Stop!” The driver ignored those commands and accelerated to get away before driving the moped onto the sidewalk in a way that caused him to fall off. Retired Police Officer James Perez assisted Det. Sg. Collins in placing the man, later identified as 34-year-old Samy Perez-Encarnacion of Union City, under arrest. Det. Sgt. Anthony Russo, Detectives Luis Rodriguez, Michael Losurdo, John Quinones, and Christine Collins, and Police Officers Jessica Pizanie, Josh Campoverde, Daniel Grossi, and Jesse Castellano arrived on the scene to assist. Perez-Encarnacion was transported to Hoboken Police Headquarters by Officers Harry Montalvo and Frank Lombardo. It was learned the moped was registered to another person and the registration was expired. The moped was towed. Perez-Encarnacion was charged with eluding. He also received a summons for improper passing, driving on the sidewalk, unlicensed operator of a moped, and operating unregistered vehicle. He was released. The owner of the moped was also issued a summons for allowing an unlicensed driver to operate a vehicle.
On June 4, 2024, at approximately 1:05 p.m., Police Officers Frank Lombardo and Harry Montalvo responded to ShopRite, 900 Madison St., on reports of a shoplifting where the actor was in the custody of store security. When they got there, they learned the actor, identified as 23-year-old Tamat Martin of West New York, was seen placing merchandise including soap, t-shirts, shampoo, moisturizers, and an energy drink into a freezer bag before walking past the selfcheckout line in an attempt to leave without paying. He was stopped by store security with approximately $126.68 worth of merchandise in his bag. He was placed under arrest for shoplifting. A search incident to arrest located a glass cylindrical pipe with burn marks and a cut plastic straw, both commonly used to ingest CDS crack cocaine. Martin was charged with possession of drug paraphernalia. He was transported to Hoboken Police Headquarters for processing before being transported to the Hudson County Correctional Facility.
On June 4, 2024, at approximately 10:30 p.m., Police Officers Matthew Bonanno and Marvin DeJesus responded to the 1000 block of Bloomfield Street on reports of a person passed out in a black SUV. When they arrived, they observed the driver, later identified as 36-year-old Arnaldo Cabral of Woodbridge, sleeping in the driver’s seat with the car in park, but still running. Officers woke up Cabral and observed an empty shot bottle in the vehicle. Officer Bianca Arroyo arrived to conduct a standard field sobriety test after which Cabral was arrested for driving while intoxicated. A search of his car located two cans of beer, a small shot bottle of fire ball, and a large bottle of fireball. He was transported to Hoboken Police Headquarters. He was issued summons for driving while intoxicated and, as per John’s law, later released into the custody of a responsible party.
On June 5, 2024, at approximately 6:05 a.m., Police Officer Alexander Miller responded to CVS, 59 Washington St., on reports of a shoplifting where an individual walked into the store, took two items worth a total of $18.28, and left without paying. The manager told officers he recognized the actor as someone who had been arrested for shoplifting there earlier in the week. Officer Miller viewed surveillance video and was able to identify the actor as 26-year-old Kayla Moreno of Hoboken. She was charged with shoplifting on a complaint. At approximately 9:50 a.m., Moreno walked into Hoboken Police Headquarters to pick up property from a previous arrest. Desk Sgt. Saverio Binetti knew about the new shoplifting complaint and once the warrant was confirmed, Police Officer Jessica Arebalo processed the arrest. Moreno was then transported to the Hudson County Correctional Facility.
On June 5, 2024, at approximately 10:30 a.m., Police Officer Daniel Grossi processed the arrest of 33-year-old Huan Yan of Hoboken, who turned himself into Hoboken Police Headquarters on charges of stalking. The charges and arrest stem from a report taken by Officer Jessica Arebalo on April 27, 2024, after someone located a tracking device on their vehicle. A follow-up investigation by Police Officers Grossi and Samuel Flores identified Yan as the actor who purchased and used the tracker to stalk the victims. After being processed, Yan was released on a summons.
