1. On October 25, 2024, at approximately 3 a.m., Police Officers Valentino Salgado and David
Chicara were patrolling when they observed two people meet up on the platform at the Second
Street Light Rail station. When the two individuals noticed the officers, they left the station.
Officers later saw one of the men on Hoboken Housing Authority (HHA) property on the 300
block of Marshall Drive, where they saw him light a flame. They approached the man, later
identified as 37-year-old William Gerena of Jersey City, and informed him he was seen lighting
a flame, which is commonly known in the use of CDS and that he was trespassing on HHA
property. Sgt. Harold Milne and Police Officers Jairo De La Cruz and Anthony Rutkowski
arrived on the scene to assist. Officers observed a blue folding knife in his pocket, and it was
removed. They also saw a glass cylindrical pipe in his waistband. Gerena was placed under arrest
for possession of drug paraphernalia. It was learned Gerena was a certain person to not possess a
weapon, due to a prior conviction. He was further charged with unlawful possession of a
weapon, certain persons to not have weapon, defiant trespassing, and possession of drug
paraphernalia. He was ultimately transported to the Hudson County Correctional Facility.
2. On October 25, 2024, at approximately 4:30 a.m., Police Officers Ronald Kibitlewski and
Frank Losurdo observed a man walking on Hoboken Housing Authority (HHA) property. When
the individual saw the officers, he began to walk at a rapid pace and covered his face with his
hood. The man met with a woman, who also covered her face with a hood. Officers observed the
same woman about a half an hour later, go into an HHA building that she doesn’t live in. Sgt.
Harold Milne and Police Officers Aaron Font and Zackary Guido arrived on scene to assist.
Officers located the woman, later identified as 40-year-old Valarie Tomassini of Jersey City
sitting on the floor. They also saw a wax fold lying on the ground near her. Tomassini was
placed under arrest and a search incident to arrest located three glass pipes with burnt ends,
commonly used to smoke CDS, two push rods, and copper mesh in her bag. She was transported
to Hoboken Police Headquarters and charged with possession of CDS, possession of drug
paraphernalia, and defiant trespassing. She was processed and transported to the Hudson County
Correctional Facility.
3. On October 25, 2024, at approximately 5:40 a.m., Police Officers Zackary Guido and Aaron
Font were flagged down on the 300 block of Marshall Drive by someone who told them there
was a trespasser inside her building on the 300 block of Harrison Street. They located a man who
fit the description on the first floor of the building, and later identified him as 41-year-old Alvin
Rivera of Hoboken. Sgt. Harold Milne and Police Officer Anish Bhisey arrived on the scene to
assist. Rivera was given a summons for defiant trespassing and released from custody.
4. On October 26, 2024, at approximately 2:40 a.m., Police Officers Zackary Guido and Aaron
Font were on patrol in the area of Newark and Washington Streets when they saw a fight and
attempted to break it up. One of those involved, later identified as 22-year-old Shamar Williams
of Manhattan, ran from the scene and multiple officers followed. When they caught up to him,
Williams was placed under arrest and transported to Hoboken Police Headquarters. He was
charged with resisting or eluding arrest and disorderly conduct. He was released from custody.
5. On October 26, 2024, at approximately 3:05 a.m., Sgt. Harold Milne, Sgt. Roary Miller, and
Police Officers Aaron Font, Zackary Guido, Joseph Dimartino, and Keven De La Cruz were near
the intersection of Newark and Washington Streets when they saw a man with a bloodied face
who said he was hit by a group who also stole his friends' phone. While they were investigating,
another man, later identified as 23-year-old Landor Vallejo of Newark, came up to the victim
and started an argument in front of police. He then spit at the victim and was placed under arrest.
He was transported to the Hoboken Police Department and was charged with harassment and
disorderly conduct. He was processed and released with a summons.
6. On October 26, 2024, at approximately 3:10 a.m., Police Officers Ronald Kibitlewski and
Nicklas Valerius responded to the corner of Newark and Washington Streets on reports of a fight
in progress. Lt. Salverio Binnetti witnessed two men, later identified as 21-year-old Kevin Saenz
of Jersey City and 21-year-old Ashwin Lopez of Jersey City, fighting with another man. Sgt.
Roary Miller and Police Officers Frank Losurdo, Anish Bhisey, Geovanni Cruzado, David
Chicara, and Aaron Font responded and helped break up the fight. As Saenz was being arrested,
he attempted to pull away, but officers were able to handcuff him. He was transported to
Hoboken Police Headquarters, and it was discovered he had two warrants out of Union City. He
was further charged with disorderly conduct and resisting arrest. He was released on a summons.
Lopez was charged with disorderly conduct, processed, and released on a summons.
7. On October 26, 2024, at approximately 10:20 p.m., Police Officers Enrico Gnassi and Aidan
Gonzalez were on patrol when they saw two people fighting near the intersection of Hudson
Place and River Street. Officers separated the two men, one of whom was bleeding from his right
eyebrow due to an injury that caused a temporary loss of vision. An on-scene investigation
revealed that an employee of Texas Arizona, 76 River St., later identified as Kendall Pleasant,
was working security when the other man began yelling vulgarities at him. Pleasant hit the other
man, causing him to fall. He was arrested for aggravated assault, transported to Hoboken Police
Headquarters, processed, and released on a summons.
8. On October 26, 2024, at approximately 11:05 p.m., Police Officers Anthony Olivera and
Bianca Arroyo were on patrol when they observed a private vehicle with police lights and a siren
trying to pull other vehicles over near the intersection of First and Court Streets. Officers
recognized the driver as 43-year-old Matthew Seriale of Hoboken and observed him to have
slurred and slow speech. Police Officer Joshua Campoverde arrived on the scene to perform a
field sobriety test, but Seriale refused. He was placed under arrest for impersonating a police
officer. A search incident to arrest located an unlabeled prescription bottle containing numerous
pills and another pill bottle prescribed to someone else, as well as police lights, a megaphone
with an audible siren, two police shields, and other law enforcement related paraphernalia.
Seriale was transported to Hoboken Police Headquarters where he provided breath samples and
was given summonses for driving while intoxicated and reckless driving. He was further charged
with impersonating a police officer, intent to distribute CDS within 500 feet of a public building
or park, possession with intent to distribute, and possession of prescription legend drugs. He was
transported to the Hudson County Correctional Facility.
9. On October 27, 2024, at approximately, 7 p.m., Sgt. Frances McCourt and Police Officers
Harry Montalvo, Alyssa Rivera, Brandon Cappelluti, Michael Chen, Trevor Thomas, Brian Kim,
and Leroy Sherrill were on 12th Street near Grand Street when they saw a man they recognized
as 57-year-old Carlos Arroyo of Hoboken, and knew he had a warrant out of Hoboken. Officers
approached Arroyo and placed him under arrest. A search incident to arrest located multiple
glass cylindrical pipes with burnt ends commonly used to inhale CDS crack cocaine, four wax
folds containing a brownish powdery substance believed to be CDS heroin, two glass vials with a
blue cap containing a white powdery substance believed to be CDS cocaine. Arroyo was charged
with possession of CDS and possession of drug paraphernalia. He was transported to Hoboken
Police Headquarters where it was confirmed he had four warrants out of Hoboken for the theft of
a bicycle, theft of a scooter, theft of movable property, and shoplifting; all cases which were
investigated by the Detective Bureau, whose detectives identified Arroyo as the actor in the four
prior cases. Arroyo refused to be fingerprinted on many of the warrants, and he was further
charged with refusal to be fingerprinted. Arroyo was processed on all charges and warrants, and
ultimately transported to the Hudson County Correctional Facility.
10. On October 28, 2024, at approximately 8:45 a.m., Police Officers Michael Aviles and Jason
Montalvo responded to Walgreens Pharmacy, 1300 Willow Ave., on reports of a shoplifting. Sgt
Harold Milne and Police Officers Nasir Wiley and Jairo De La Cruz were working in the area on
an outside employment job and saw a man who matched the description of the actor and stopped
him near the intersection of 14th Street and Willow Avenue. The man, later identified as 31-
year-old Alexander Peguero of Bayonne, who first gave officers a fake name and birthdate, was
found to be in possession of shopping bags with the items reported stolen from Walgreens. Sgt
Tyler Soto arrived on the scene to assist. A search incident to arrest found Peguero to be in
possession of a glass cylindrical tube with a metal like mesh filter containing possible residue
and a burnt end. He was transported to Hoboken Police Headquarters, and it was discovered he
had active warrants out of North Bergen and Elmwood Park. He was charged with shoplifting,
hindering apprehension, and possession of drug paraphernalia. Peguero was transported to the
Hudson County Correctional Facility.
11. On October 28, 2024, Lt. Josue Velez and Police Officer Andrew Perez were on the 100
block of Washington Street when they saw two vehicles stopped at the intersection of Second
Street and could see the two drivers were arguing. They then began driving erratically
southbound on Washington Street. One of the cars stopped, and the driver, later identified as 36-
year-old Alper Karatosun of Paterson, got out of the car, and became aggressive toward officers
and then began behaving erratically and walked into the street. He refused to provide
identification and continued to scream at officers after they told him to calm down. Sgt. Tyler
Soto and Police Officers Joseph DiMartino and Tyrone Huggins arrived on the scene to assist.
Karatosun was advised numerous times to stop his erratic behavior which included screaming
into the faces of officers, and was told if he didn’t, he would be placed under arrest. He
continued the conduct, and he was placed under arrest. During the arrest, Karatosun tensed his
arms in an attempt to prevent officers from placing handcuffs on him. He was transported to an
area hospital for treatment. He was issued a summons for disorderly conduct and resisting arrest.
He was ultimately released with the summons.
12. On October 28, 2024, at approximately 4:20 p.m., Police Officers Marc Lombardi and John
Lawton responded to the 300 block of Harrison Street on reports of a fight inside an apartment,
where one of the parties was in a stairway. When officers tried to enter the stairwell, they
couldn’t because the individual was holding the door shut. They eventually opened the door, but
the man, later identified as 18-year-old Kalil Blake of Hoboken began to walk away. When he
started walking down the street, he ignored the officers' orders to stop. When they caught up,
Blake took a fighting stance and pushed one of the officers away from him. Blake continued to
resist arrest by flailing his arms in an attempt to avoid being handcuffed. Sgt. Roary Miller and
Police Officers Andrias Bonilla, Matthew Bonanno, Rose Kanan, Christopher Barral, and Harry
Montalvo arrived on the scene to assist. Blake was transported to Hoboken Police Headquarters.
He was charged with obstructing the administration of the law, resisting arrest, and aggravated
assault, processed, and released from custody.
13. On October 28, 2024, at approximately 6:25 p.m., Police Officers Rose Kanan and Harry
Montalvo responded to the 100 block of Harrison Street on reports of a package theft. A witness
told them a woman entered a building and placed two unopened Amazon packages into her bag.
When the witness confronted her, she took the packages out of the bag, put them down, and left.
Officers were shown security footage and recognized the woman as 51-year-old Diane Luciano
of Hoboken. About an hour later, they saw her exiting a building on the 200 block of Jackson
Street. When she saw the officers, she began walking faster and didn’t stop when they shouted,
"Hoboken Police, stop." They caught up to Luciano and placed her under arrest. A search
incident to arrest located the empty black shopping bag they saw in the observed in the footage,
as well as a glass cylindrical pipe with burnt ends commonly used to ingest CDS crack cocaine.
She was transported to Hoboken Police Headquarters and charged with burglary, theft of a
package from a residential property, possession of drug paraphernalia, and obstructing the
administration of law. She was also processed on theft charges related to another case on October
21, 2024, in which she was a patient at Hoboken University Medical Center and stole a jacket
with a wallet and keys in the pockets. Luciano was ultimately transported to the Hudson County
Correctional Facility.
14. On October 29, 2024, at approximately 1:40 a.m., Police Officers Valentino Salgado and
Nasir Willey were conducting a sweep of a building on the 600 block of Sixth Street when they
saw a man who did not live in the building, which is property of the Hoboken Housing Authority
(HHA). The man, later identified as 47-year-old Juan Jimenez of Hoboken, was arrested for
defiant trespassing. Sgt Michael Straten and Police Officers Jayden Gonzalez, Carmen Benitez,
and Daniela Simone arrived on the scene to assist. A search incident to arrest located two halfbroken glass cylindrical pipes with burnt ends and wire mesh, commonly used to ingest CDS
crack cocaine. He was transported to Hoboken Police Headquarters and further charged with
possession of drug paraphernalia. After processing, he was transported to the Hudson County
Correctional Facility.
15. On October 29, 2024, approximately 11:43 a.m., Sgt. Tyler Soto was flagged down by a
man who said his tires had been slashed by someone he’d had a disagreement with. The actor got
into another vehicle and drove off. Lt. Keith Rotondi observed the suspect vehicle and stopped it
on the 600 block of Henderson Street in Jersey City. Sgt. Francisco Rosa and Police Officers
Tyrone Huggins and Arturo Gonzalez arrived on the scene to assist. The driver was identified as
45-year-old Noah Sims of Irvington, and officers found the knife used to slash the tires in the
trunk of his vehicle. Sims was transported to Hoboken Police Headquarters where he was
charged with possession of weapons for unlawful purposes, unlawful possession of weapons, and
criminal mischief. He was released from custody with a summons.
16. On October 30, 2024, at approximately 12:35 a.m., Police Officers Valentino Salgado and
Alexander Miller were on patrol on the 300 block of Jackson Street when they saw a man
walking through Hoboken Housing Authority (HHA) property and followed him due to recent
complaints of non-residents trespassing. They watched the man meet up with another and walk
toward the Second Street Light Rail Station. Officers stopped both individuals. One was advised
he can’t be on HHA property and was sent on his way. The other man, later identified as 33-
year-old Shadick Shamsuddin of West New York, appeared to be fidgety and nervous, and
slowly inched away from the officers. Sgt. Harold Milne arrived on the scene. Shamsuddin, who
had given a fake name and birthdate at first, ran from officers who caught up to him quickly. He
was placed into handcuffs and a search incident to arrest located three white wax folds
containing suspected CDS heroin and one empty wax fold. They also found a metal rod
commonly known as a push rod and a white clear tube commonly used to inhale CDS crack
cocaine. He was transported to Hoboken Police Headquarters, identified, and charged with
possession of CDS, obstructing the administration of law, hindering apprehension, defiant
trespassing, possession of drug paraphernalia, and possession of CDS/failure to give CDS to
police. He was ultimately transported to the Hudson County Correctional Facility.
17. On October 30, 2024, at approximately 11:45 a.m., Police Officers Anthony Olivera and
Michael Aviles were flagged down near the Second Street Light Rail, by someone who told them
a man had gotten into the playground area of a nearby daycare and was attempting to get inside
the building. Police Officers Nathaniel Arocho and Jason Montalvo arrived on the scene to assist.
Officers recognized the actor as 27-year-old Kevin Nguyen of Irvington, and school employees
told officers he’d trespassed on school property before. A search incident to arrest located two
glass cylindrical tubes commonly used to smoke and ingest CDS crack cocaine. He was charged
with burglary, disorderly conduct, and possession of drug paraphernalia. Nguyen was transported
to Hoboken University Medical Center for evaluation, and then to the Hudson County
Correctional Facility.
18. On October 30, 2024, at approximately 3 a.m., Police Officers Nasir Willey and Mark
Mooreman responded to the 50 block of Washington Street on reports of someone sleeping on a
bench. They discovered a woman, later identified as 68-year-old Carol Shaw of Hoboken, who
had already been told she couldn’t sleep on the bench. She was checked for warrants, and it was
discovered she had three out of Hoboken; one for not paying a fare and two for harassment. She
was arrested for bail jumping and transported to Hoboken Police Headquarters. After being
processed, Shaw was transported to the Hudson County Correctional Facility.
19. On October 30, 2024, at approximately 3:40 a.m., Sgt. Michael Losurdo and Police Officers
Jaydan Gonzalez, Carmen Benitez, Ricky Truppner, and Zackary Guido responded to reports of
a man urinating in public near the intersection of First and Monroe Streets. While speaking to
that individual, they observed another man, later identified as Anthony Bevilacqua-Smith, walk
by and officers recognized him as someone who had trespassed on Hoboken Housing Authority
property moments before. He was arrested for defiant trespassing. He was transported to
Hoboken Police Headquarters, processed and released with a summons.
