1. On January 10, 2025, at approximately 6:25 a.m., Police Officer Ricky Truppner and
Alexander Miller responded to the 400 block of Adams Street on reports of a vehicle crash.
Upon arrival, bystanders directed them to a car, where a man was asleep in the driver’s seat and
his foot was pressing down on the gas pedal, with the car in park. Officers attempted to wake
him up by banging on the window. When that didn’t work, they opened the door and further
attempted to wake the man up. He opened his eyes but then shut them again, quickly. The man,
later identified as 29-year-old Kevin Gell of New York City, was shaking and shivering. Officers
helped him out of the car, to conduct a standard field sobriety test, but Gell was unable to
participate due to his condition. Sgt. Michael Losurdo arrived on the scene and observed what
appeared to be CDS cocaine inside the car. Gell was placed under arrest for driving under the
influence. A search of the vehicle located numerous narcotics including CDS cocaine, various
prescription legend drugs, and marijuana, as well as two credit card skimmer devices and a large
quantity of blank checks. A search of his trunk located a hollow point bullet and license plate,
which was later revealed to be registered to another person and different vehicle. It was also
discovered Gell’s car was not registered. Gell was transported to a local hospital. It was learned
he had an active warrant out of Hoboken for creating a false public alarm. He was charged with
driving while intoxicated, reckless driving, fictitious license plate, unregistered vehicle,
unlicensed driver, theft by unlawful taking, prohibited weapons and devices, credit card crimes,
possession of fraudulent receipts, as well as 15 counts of various drug offenses. He was
ultimately transported to Hudson County Correctional Facility.
2. On January 10, 2025, at approximately 6:35 p.m., Sgt. Harold Milne, Sgt. John Quinones,
and Police Officers Stephen Chowanec, Vincent Guastini, Donovan Ortiz, Mario Rodriguez,
Ahmed Makshat, and David Smentkowski were conducting a building sweep of a Hoboken
Housing Authority (HHA) building on the 300 block of Marshall Drive, when they noticed a
man sitting in an office chair under a playground jungle gym on HHA property. It was
determined the man, later identified as 62-year-old Darrell Brown of Toms River, did not live on
HHA property. His finger was bleeding, and officers noticed glass on the ground near Brown,
which appeared to be a broken cylindrical pipe. Police Officers Bonanno and Sadora arrived on
the scene to assist. Brown was arrested for defiant trespassing and a search incident to arrest
located the other part of the glass cylindrical pipe, which was burnt at one end. Near where he
was sitting, officers also found three clear plastic bags tied in a knot and an orange capped
container, both commonly used to hold CDS crack cocaine. Brown was transported to Hoboken
Police Headquarters, where it was learned he had a warrant out of Toms River for defiant
trespassing. He was further charged with tampering with evidence and possession of drug
paraphernalia, processed, and released from custody.
3. On January 11, 2025, at approximately 5 a.m., Police Officers Ronald Kibitlewski and Mark
Mooreman were conducting a building check of a Hoboken Housing Authority (HHA) building
on the 500 block of Marshall Drive when they saw a man, they could identify as 48-year-old
Jeffery Wheeler of Hoboken, on the top floor stairwell. They knew he did not live in the
building, and he could provide no lawful reason for being there. Sgt. Daniel Grossi arrived on the
scene. Wheeler was issued a summons for defiant trespassing. He denied assistance getting to a
warming center and left the area.
4. On January 11, 2025, at approximately 7:05 p.m., Police Officers Remy Garcia-Marte and
Kyle Seper responded to Metropolis, 96 River St., on reports of a fight. An on-scene
investigation revealed a customer, later identified as 30-year-old Sebastian Merinovallejo of
Hillside, got into an argument inside the bar. While being escorted out by security, Merinovallejo
slammed the front door causing the door to hit a glass window, breaking it and causing
approximately $1,800 in damage. Police Officer John Lawton arrived on the scene to assist.
Merinovallejo was transported to Hoboken Police Headquarters where he was processed on
criminal mischief charges. He was released with a summons.
5. On January 12, 2025, at approximately 7:55 p.m., Sgt. Francis McCourt and Police Officer
Leroy Sherrill were traveling on the 600 block of Willow Avenue when they observed 34-yearold Armando Torres of Jersey City, who they knew had a warrant for his arrest. Torres had been
identified as the actor in a package theft on the 800 block of Garden Street on January 3, 2025.
During a search incident to arrest, officers found Torres in possession of a glass pipe with burn
marks at both ends. He was transported to Hoboken Police Headquarters and processed on the
theft charges, and an additional charge of possession of drug paraphernalia. He was transported
to the Hudson County Correctional Facility.
6. On January 12, 2025, at approximately 9:05 p.m., Police Officers Anthony Rutkowski, John
Lawton, and Enrico Gnassi responded to the 400 block of Clinton Street, on reports of a dispute
inside an apartment. An on-scene investigation revealed two individuals who know each other
got into an argument which turned physical, where a woman, later identified as 66-year-old June
Covana of Hewitt, became irate, shoved the other person, and refused to leave when asked to do
so. When police arrived, the resident did not file an official complaint, but asked officers to
remove Covana from the apartment. As they were leaving, Covana displayed signs of being
highly intoxicated and officers detected a strong odor of alcoholic beverages emanating from her
breath. She began shouting, rambling and stumbling, and started calling Hoboken Police
Dispatch multiple times, which officers told her not to do as she was tying up an emergency
police line. She was issued a summons for disorderly conduct and released from custody.
7. On January 13, 2025, at approximately 7:50 p.m., Polce Officers Aidan Gonzalez and Shawn
Sodora responded to the 600 block of Sixth Street on reports of a man passed out in the hallway
of a building. They found the individual on the fifth floor and woke him up. It was revealed the
man, later identified as 62-year-old Nelson Perez of Jersey City, did not live in the building and
he was arrested for defiant trespassing. It was discovered he had outstanding warrants out of
Hoboken and the New Jersey Transit Police Department, for possession of drug paraphernalia,
defiant trespassing, and simple assault. He was ultimately transported to the Hudson County
Correctional Facility.
8. On January 13, 2025, at approximately 11:15 a.m., Police Officers Jonathan Figueroa and
Jessica Pizanie responded to Walgreens, 1300 Willow Ave., on reports of a shoplifter who had
already left the store. Sgt. James Barbro saw a person who matched the description of the actor
near the intersection of 12th Street and Park Avenue. Sgt. Jason Falco arrived on the scene to
assist. The individual was identified as 37-year-old Brittany Kennedy of New York City. An on-scene investigation revealed she was seen putting multiple food items, totaling $43.37, into her
bag, and then left without paying. Kennedy was transported to Hoboken Police Headquarters and
charged with shoplifting. She also had a warrant out of Hoboken for criminal trespassing. She
was processed and transported to the Hudson County Correctional Facility.
9. On January 15, 2025, at approximately 6 a.m., Police Officers Nasir Willey, Jayden
Gonzalez, and Geovanni Cruzado responded to the 200 block of River Street on reports of a
fight. An on-scene investigation revealed one of the individuals in the fight, later identified as
47-year-old Kevin Jones of East Orange, pulled a box cutter on another man after the two got
into a verbal argument. Lt. Saverio Binetti and Police Officer Mark Mooreman arrived on the
scene to assist. Jones was placed under arrest for aggravated assault, unlawful possession of a
weapon, and possession of a weapon for unlawful purposes. He was transported to Hoboken
Police Headquarters, processed, and released with a summons.
10. On January 15, 2025, at approximately 5:20 p.m., Police Officer Rose Kanan responded to
Basile’s Pizza, 89 Washington St., on reports of a woman threatening employees with a knife.
Upon arrival, the woman, was standing in the middle of the street, and recognized by officers as
47-year-old Stacy Butler of Hoboken. An on-scene investigation revealed she had entered the
pizza store and acted disorderly. She was asked to leave multiple times, but she refused,
continued to act erratically, and began to undress. When asked to leave again, she threatened
employees with violence by saying she would stab them, and indicated she had a weapon. She
was placed under arrest and transported to Hoboken Police Headquarters. She was charged with
making terroristic threats, processed, and ultimately transported to Hudson County Correctional
Facility.
