Mother and Daughter Charged in Fatal Jersey City Collision

The Hudson County Regional Collision Investigation Unit has arrested two individuals in connection with a fatal crash that occurred in Jersey City on Thursday, October 31, 2024.

Shaneeka Croom, 47, of Newark, is charged with Causing Death While Driving with a Suspended License in violation of N.J.S.A. 2C:40-22a; False Reporting in violation of N.J.S.A. 2C:28-4a; Obstruction in violation of N.J.S.A. 2C: 29-1a; and Hindering in violation of N.J.S.A. 2C:29-3b(1). Elnoria Croom-Lundy, 65, of Newark, is charged with Obstruction in violation of N.J.S.A. 2C:29-1a and Hindering in violation of N.J.S.A. 2C:29-3a(1). Both were arrested at the Hudson County Prosecutor’s Office on Tuesday, April 1, 2025, and released pending their first court appearances.

At approximately 8:55 a.m., on Thursday, October 31, 2024, the Jersey City Police Department was notified of a collision involving a motorcycle in the area of Sip Avenue and Routes 1&9. Responding officers found the motorcycle and a GMC passenger vehicle collided near the intersection. The injured motorcyclist – later identified as Steven Brown, 43, of Jersey City – was transported to Jersey City Medical Center, where he was pronounced dead shortly before 10 a.m.

During the investigation, Shaneeka Croom reported being a passenger in the GMC at the time of the collision. Elnoria Croom-Lundy arrived at the scene and reported being the operator of the vehicle. The investigation determined Shaneeka Croom was the operator of the vehicle and Elnoria Croom-Lundy was not present at the time of the collision.

The above charges are merely accusations and the defendants are presumed innocent until proven guilty. R.P.C.3.6(b)(6)
