1. On March 23, 2023, at 10:57 a.m., Police Officer Tyrone Huggins responded to 311 Harrison
St. after being advised there were unidentified non-residents in the building. During the
investigation, 51-year-old Chandler Hawkins of Jersey City was located and arrested for defiant
trespass. While being transported to police headquarters, a glass pipe commonly used to inhale
CDS Crack/Cocaine, fell out of Hawkins’ pocket and was collected as evidence. He was charged
with defiant trespass, hindering apprehension, and possession of drug paraphernalia. Hawkins
was processed and transported to the Hudson County Correctional Facility.
2. On March 23, 2023, at 3:20 p.m., Det. Connor Milne, Det. Sgt William Collins, Det. Mark
Mullins, and Det. Fabian Quinones observed two younger males appearing to use the cell phone
of a possible victim. Officers questioned the suspects and a third male who was with them, who
said they were selling candy to raise money for baseball jerseys. Hoboken Police have been
warning the public of criminal activity where suspects claiming to ask for donations via Venmo
or Cash app and will instead, steal money using the victim’s phone. The potential victim in this
case did not find any fraudulent transactions in her account, telling officers the males could not
open their application. During the investigation, Hoboken Police determined that one of the
males, 19-year-old Jaheem Scott, of Jersey City, had an active warrant with the Hudson County
Sheriff's Office. Scott was arrested, processed for the active warrant, and remanded to the
Hudson County Correctional Facility.
3. On March 23, 2023, at 11:53 p.m. 23-year-old Jeury Feliz of North Bergen was transported to
Hoboken Police Headquarters by Passaic County Sheriff’s Office due to an open warrant in
Hoboken. It was found Feliz also had warrants out of Clifton and Edgewater. A relative posted
bail, and Feliz was released.
4. On March 24, 2023, at 1:50 a.m. Police Officer Cynthia Rivera was called to Marine View
Plaza on reports of an unknown male, later identified as 28-year-old Tony Do of Jersey City,
entering a women’s apartment. Do asked the woman for water and was told to leave, which he
did. A short time later, officers located Do and determined he was the same person who, earlier
the same day, was reported to be seen naked in the same building. By the time the police arrived
in that incident, Do was dressed and told officers he would be renting a room at The W Hotel. It
was determined he did not check into the hotel. Do was arrested and charged with theft, criminal
trespass, and burglary. He was transported to police headquarters where he was processed and
released on a summons.
5. On March 24, 2023, at 2:57 a.m. Hoboken Police Officers Anthony Rutkowski and Joseph
Spano responded to the area of Observer Highway and Henderson Street on reports of a red
Mustang that had crashed into a guardrail. Officers found the vehicle a short time later in Jersey
City. Inside the car, they detected a strong odor of alcoholic beverages and found empty cans and
bottles of alcoholic beverages. 42-year-old Jose Cruz of Florida was found near the scene, was
arrested, and charged with driving while intoxicated, refusal to submit a breath test, refusal to
submit chemical test, leaving the scene of an MVA, reckless driving, and open container. As per
John’s Law he was released to a responsible party.
6. On March 26, 2023, at 11:05 a.m. Det. Fabian Quinones and Officers James Barbro and
Joseph Mezzina were called to Walgreens at 101 Washington St. on reports of a male, identified
later as 39-year-old Jamel Lewis of Orange, throwing items and yelling threats inside the store.
When officers arrived, they found Lewis outside the store threatening to shoot people. During a
search incident to arrest, police found a wallet belonging to someone else and a glass pipe
commonly used to smoke crack/cocaine. Lewis was arrested and charged with robbery,
possession of drug paraphernalia, refusal to submit fingerprinting, and theft of mislaid property.
Lewis was found to also have active warrants including one out of Springfield, one out of
Secaucus, and one in Hoboken. He was processed and transported to the Hudson County
Correctional Facility.
7. On March 26, 2023, at 7:53 p.m. Police Officers Christopher Barral and Matthew Bonnano
were called to the area of 202 Clinton St. on reports of a man sitting inside a car screaming. The
officers found 45-year-old Edwin Allende of Hoboken rocking back and forth while screaming.
A field sobriety test was conducted and based on the result Officers attempted to safely place
him under arrest, however, Allendale resisted. He was charged with driving under the influence,
possession of CDS, possession of drug paraphernalia, and resisting arrest. Allende was
transported to the Hudson County Correctional Facility pending a court appearance.
8. On March 27, 2023, at 12:24 a.m. Police Officers Aaron Font and Teddy Santiago were on
routine patrol near 15th Street and Park Avenue when they pulled over a vehicle after witnessing
it fail to stop at the traffic light. The driver, 30-year-old Amir Smith of East Orange, did not have
a valid driver's license, only a permit. It was also discovered Smith had an open warrant out of
East Orange. He was arrested on that warrant, processed, and released with a new court date.
9. On March 27, 2023, at 3:52 a.m. Police Officers Aron Font and Teddy Santiago were on
routine patrol around 311 13th St. when they witnessed a vehicle drive the opposite direction of
traffic. The officers pulled the vehicle over and smelled alcohol on the breath of the driver,
identified as 28-year-old Gabrielle Dandrea of Plainfield. Officers requested a field sobriety test,
which determined Dandrea was intoxicated. She was arrested and charged with driving while
intoxicated, reckless driving, and driving in the opposite direction of traffic. As per John’s Law,
she was released to a responsible party.
10. On March 28, 2023, at 6:05 p.m., Police Officers Daniel Grossi and Nicholas Losurdo were
approached by a witness who saw a man, later identified as 67-year-old Roberto Ortiz of
Hoboken, take a white bag from a gated area at 302 Monroe St. Police later found a man fitting
Ortiz’ description in a parking lot at 311 Harrison St. Officers also found the white bag, which
had groceries amounting to $63.75. A resident of the original address confirmed a bag with the
same items had been delivered earlier that day but was now missing. Ortiz was arrested and
charged with theft. He was found to have an outstanding warrant. He was processed and
transported to the Hudson County Correctional Facility.
11. On March 29, 2023, at 12:45 a.m. Police Officers Daniel Grossi and Marvin DeJesus were
called to the area of Third and Garden Streets on reports of a male screaming and striking a
vehicle. When they arrived, they found 45-year-old Edwin Allende of Hoboken in the driver's
seat screaming and sweating profusely. At the request of officers, Allende turned the car off and
got out of the vehicle. He admitted to taking heroin and officers administered a series of field
sobriety tests. During the investigation, officers collected multiple bags of controlled dangerous
substances including cocaine and heroin. Allende was charged with the following: possession
CDS believed to be heroin, cocaine, pain medication (pills): two counts possession with the
intent to distribute CDS within 500 feet of public housing, two counts possession with the intent
to distribute CDS within 1,000 feet of a school, two counts possession with intent to distribute
CDS, three counts of possession of CDS, and one count of drug paraphernalia. He was also
issued summonses for driving while intoxicated, reckless driving, parked within a crosswalk, and
possession of CDS in a motor vehicle. Allende was processed and transported to the Hudson
County Correctional Facility.
12. On March 29, 2023, at 5:50 p.m. Police Officer Shelby Seickendick was on patrol near Sixth
and Bloomfield Streets and observed a male, later identified as 29-year-old Javis Carter of Jersey
City. During investigation, officers confirmed Javis was the suspect pictured in a recent Be On
the Look Out (BOLO) issued in multiple cases involving a suspect entering buildings he did not
belong in. Carter was charged with burglary, receiving stolen property, and trespassing, and was
transported to the Hudson County Correctional Facility.
13. On March 29, 2023, at 9:52 p.m. Police officers Harry Montalvo and Domenick Allegretta,
were called to 208 Willow Ave. for reports of an unknown male, later identified as 31-year-old
John Sivinsky, address unknown, attempting to get into a building. Witnesses say the suspect
gained entrance into the building multiple times, even after being told to leave. He was
identified, arrested, and charged with criminal trespass. Sivinksy was released on summons with
a court date.
